ARIZONA STATE LAND DEPARTMENT

The Arizona State Land Department manages over 10,000 leases, permits, rights of ways, sales and other contracts relating to the management use and disposition of 9.2 million acres of State Trust lands. State Trust lands are lands granted to the State of Arizona pursuant to the federal Enabling Act. The Trust lands are held in Trust for the common public schools and 13 other public institutions. Any use or disposition of Trust lands must benefit the Trust's beneficiaries.

Job Summary:

Under the guidance of the CIO, the GIS Developer/Data Curator will be responsible for sourcing and converting data from various Federal, State, Local, and private entities, ensuring it meets the agency's needs.

The GIS Developer/Data Curator will collaborate with professionals to develop data standards and metadata, create and document workflows, and prepare necessary reports.

The role involves developing tools and automated processes, such as ETL and Python scripts, to improve GIS workflows. Additionally, this position will create and migrate custom web mapping applications using Esri App Builders, manage ArcGIS Online for optimal performance, and provide training to agency staff.

As a GIS advocate, the analyst will also engage in relevant working groups to promote GIS best practices.

Duties and Responsibilities:

• Develop tools and processes (e.g. ETL, Python automation) allowing for repeatable and efficient GIS workflows in support of programs across the agency

• Create and migrate custom web mapping applications using Esri App builders (Enterprise and Online systems), relational databases, and common Python libraries (e.g. ArcPy, pandas) that comply with agency technology policies and rules

• Actively seek out data from a multitude of Federal, State, Local, and private sources and convert data into appropriate formats

• Administer, configure, and trouble-shoot ArcGIS Online to ensure functionality and performance meets business needs

• Work with a wide variety of professionals to develop and implement data standards, including metadata

• Be an advocate for GIS and participate in local, state, and national working groups

• Create metadata, document workflows, and prepare reports as needed

• Provide training on GIS tools, as needed, to agency staff

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Considerable working knowledge of GIS systems, spatial data, database systems, coordinate systems, and development platforms

• Knowledge to operate GIS hardware such as large format plotters and GPS devices 

• General knowledge of the organization's methodologies and tools

• General knowledge of the organization's policies and procedures

• Knowledge of JavaScript frameworks/libraries

Skills:

• Proven experience in Esri's ArcGIS Enterprise Portal and ArcGIS Online systems, including Web App Builder, Experience Builder, Dashboards, Field Maps and Survey123 (building surveys)

• Experience working with GIS geodatabases using federal, state, and local industry data models

• Proven experience with using ArcGIS Pro Tasks, Python Scripts, and Notebooks

• Skill with common office software including MS Office and GSuite

• Excellent Interpersonal, written and oral communication skills

• Strong understanding of Python syntax and libraries

• Strong problem solving and analytical skills

• Strong skills in configuring applications

• Strong customer service skills

• Strong SQL Server skills

• Demonstrated ability to express complex technical concepts effectively, both verbally and in writing

• Demonstrated ability to build strong relationships with both internal and external customers

Selective Preference(s):

• Bachelor's degree in computer science, information systems, business administration or related field, Equivalent experience will also be considered; 5+ years professional experience using Esri GIS software (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise); 1 year experience developing customs components for the Enterprise platform
