The Arizona State Land Department maintains over 10,000 leases, 14 beneficiaries, approximately 100 receipt types, and receives more than $200 million in revenue each year. Under the guidance of the NR Supervisor, the Accountant 1 position is responsible for the proper accounting of Land Department receipts in accordance with GAAP and State of Arizona policies relevant to revenue recognition and cash management. The position also focuses on processing the daily receipts and performs Salesforce and AR research, monitoring the shared Accounting email, submitting transfers, and working directly with the A/R Supervisor on tasks as assigned.
Position Responsibility Summary:
• Posts receipts to the proper lease number, beneficiary and receipt type into the Department's AR system;
• Responsible for researching the lease file and other resources to determine application of the receivable to the appropriate lease file/beneficiary;
• Reconciles receipts and prepares daily deposit for State Treasurer's Office, completing daily report for receipts; enters deposits into statewide accounting system;
• Manages a portion of the Department's suspense funds;
• Creates and processes intra-agency electronic fund transfers;
• Reviews fiscal documents and verifies for accuracy, timeliness, and proper preparation. Assesses accuracy, researching discrepancies, track of checks being researched to ensuring accurate and timely deposits;
• Completes daily entries into the monthly reconciliation tracking sheet for revenues brought into the clearing account - accurately recording daily values, analyzing discrepancies, and providing explanations necessary for monthly reconciliations;
• Processes bi-weekly payroll
• Examines and verifies such fiscal transactions as billing invoices, payments, payroll or other financial documents. Analyze employee travel reimbursements to ensure compliance with SAAM and agency policies;
• Assist Accountant II with the lease cancellation process
• Monitors and responds to customer inquiries
• Monitors communications between ASLD and the State Treasurer
• Processes credit card adjustments monthly
• Applies the principles, theories, and concepts of the Arizona Management System; actively participating in daily group huddles and huddle board updates; continually identifying areas for process and quality improvement; adhering to established standard work and procedures.
• All other relevant tasks as assigned.
This position may be available for hybrid remote work within Arizona.
KNOWLEDGE
The employee in this position must have an understanding and working knowledge of real estate transactions; Department of Administration forms and procedures; complex mathematical calculations; computer programs; Land Department business system, financial and accounting structure, statutes, procedures and programs; Generally Accepted Accounting Principles (GMP); and land records research methodology.
SKILLS
The employee in this position must have the following skills: analytical, organizational, supervisory, task organization and accomplishment, techniques required to maintain accounting records through automated accounting systems, computer, mathematical, written and oral communication, and interpersonal.
ABILITY
Ability to impart knowledge to others. Ability to communicate effectively in oral and written communications, especially for financial information and process mapping. Ability to understand and anticipate constituent and stakeholder concerns. Ability to make sure job responsibilities are completed in a timely manner. Ability to handle any unexpected workload effectively. Ability to understand and comply with rules, policies, and statutes. Ensure items recorded following all applicable statutes, policies, rules governing their entry.
A minimum 3 years of professional level accounting experience.
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
