DES is seeking an experienced and highly motivated individual to join our team as an Accounting Specialist 3. This position is responsible for work of considerable difficulty supporting the management of the fiscal, business, and operations functions, such as: coordination of program billing; collection and analysis of fiscal data to identify, summarize, and communicate trends; providing support and training to providers on fiscal matters; providing support on reporting and data requests; ensuring compliance to internal, state, and federal policies and procedures; process review and documentation including developing and recommending changes to policy and procedures; identification of problems and proposal of solutions to improve efficiency and decrease the Department's risk of fraud, waste and abuse; and managing procurement, processing requisitions and vendor payments including claims and payment vouchers..

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Coordinate billing activities and ensure policies and procedures are followed. Interpret billing policies and procedures to discern appropriate internal and federal requirements and ensure program priorities are executed.
  • Effectively communicate with staff and service providers when assisting in fiscal matters.
  • Collaborate with fiscal and programmatic staff to carry out fiscal monitoring activities, billing policies and procedures updates, and enhancements to streamline or add value to internal processes.
  • Support and advise the Finance Manager on key fiscal, programmatic and business issues, and ensure effective information flow across the program and providers.
  • Review, draft, process, and submit for approval any necessary fiscal documents, requisitions and payment requests using internal forms and tools. Track task progress and communications to ensure responsiveness to stakeholders and timely resolution.
  • Train service providers on a regular basis, both in large group and individual settings, providing instruction on new policies and/or areas of needed improvement. Prepare and assist in presenting at the monthly fiscal meeting with our provider community. Train internal staff as needed to support in the adherence to billing procedures.
  • Collect, compile, and perform analysis of fiscal data to identify, summarize, and communicate trends to support staff and service providers.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Organizational techniques that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail
  • Principles and practices of administration with special reference to fiscal management and budgetary control
  • Accounting and mathematical techniques and proactive approaches to problem solving
  • Moderate-to-advanced functions of Microsoft Office applications, budgetary information system, procurement portals, database management, and spreadsheets

Skills In:

  • Researching, prioritizing, and following up on issues and concerns
  • Communicating complex concepts. Training small and large groups in a virtual setting on technical billing procedures
  • Effective administrative writing. Conducting research. Disseminating and interpreting operational policies and procedures

Ability to:

  • Comprehend, analyze, interpret, and reconcile financial data
  • Handle matters expeditiously, proactively, and follow-through on projects to successful completion, often with deadline pressures
  • Build relationships and collaborate effectively with all levels of internal/external customers/partners
Selective Preference(s):

This ideal candidate for this position will have:

  • One year of management analysis experience appropriate to the assignment; OR three years of experience appropriate to the assignment; A Bachelor's degree in a field appropriate to the assignment will substitute for one or two years of the required experience respectively but will not substitute for the management analysis experience.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
