The Governor’s Office of Strategic Planning and Budgeting (OSPB) is seeking a highly motivated and public service minded individual to serve on the Grants and Federal Resources Team(GFRT) within OSPB to support making prudent fiscal decisions with federal and state dollars to advance equitable outcomes for Arizona citizens.
The Applications Developer will design, develop and deploy software applications and systems while providing technical support to both internal and external stakeholders. This position provides critical support to the GFRT in the administration of grants including funds from the American Rescue Plan Act (ARPA) under the State and Local Fiscal Recovery Fund (SLFRF) and Capital Projects Fund (CPF).

Key job responsibilities will include:
• Assist Grants Technology and Data Manager with designing, developing and implementing new technical processes and systems to streamline GFRT workflow and grant process, providing internal support
• Provide technical recommendations to the Grants Technology and Data Manager when designing and implementing Standard Operating Procedures (SOPs) for the Grants and Federal Resource Team (GFRT)
• Assist the Grants Technology and Data Manager with preparing and submitting federally mandated reports, quarterly and annually, including ARPA grants
• Under the direction of the Grants Technology & Data Manager and GFRT leadership, translate business needs into scalable solutions
• Maintain and troubleshoot data flows between GFRT systems and new and existing 3rd party software
• Assist Grants Technology & Data Manager with any new or existing system implementation initiatives
• Write, test and troubleshoot code and application stability
• Design, develop and integrate new software applications
Technology and Development:
• Any of the following: HTML5, CSS3, PHP, JavaScript – Proficient
• Any of the following or similar: Python, C#, C+ + – Intermediate
• RDBMS, e.g. SQL Server, Oracle and ODBC – Intermediate
• Google Workspace – Introductory
Additionally:
• Proficient in SQL querying and data manipulation along with knowledge regarding data integrity and organization, such as primary and foreign key constraints, and concepts of table/data relationship
• Proficient in Microsoft Office (Excel, Word and PowerPoint), Google Suite, and comfortable navigating new software products and applications
• Organize/manage multiple priorities and projects coupled with the flexibility to quickly adapt to changing business needs
• Full data life-cycle understanding (requirements gathering through production deployment and support)
• Ensure that any support metrics set by GFRT/OSPB leadership meet or exceed established benchmarks
• Ability to take initiative and identify areas of need or opportunity
• Display discretion and good judgment in the execution of duties
• Detail-oriented; strong analytical and problem-solving skills
• Strong communication skills (written, oral, and presentation)
• Able to work autonomously and meet deadlines
• Bachelor's degree in Computer Science, Software Engineering, Applications Development, or related field or equivalent combination of education and experience
• 4+ years of relevant experience in an applications development role
• Ability to possess and maintain a valid Arizona Driver's License and operate a motor vehicle
• Ability to pass a background check performed by Arizona Department of Public Safety
• Ability to maintain a clean driving record
