Manage and reduce fire risk to protect Arizona's people, communities, and wildland areas to champion the health of Arizona's natural resources. The Department of Forestry and Fire Management provides services through strategic implementation of cooperative natural resources and fire assistance programs, development and support of statewide fire policies, and coordination of resources across all-lands and jurisdictions.

Job Summary:

Under the direction of the State Fire Management Officer (FMO), this position is responsible for direct supervision and oversight of all subordinate positions. The position is responsible for the overall leadership and management of support functions within the fire management organization. The position coordinates and provides leadership for communications, dispatch, training, planning and preparedness, and the Federal Excess Personal Property program (FEPP) / Firefighter Excess Property (FEP) program assets. The position is responsible for coordination and collaboration with divisions and entities outside of the fire organization for support such as fleet services, supply, incident business, and finance. Development of internal policy and interpretation of DFFM and State of AZ policy along with Cooperative Fire Rate Agreement (CFRA), Intergovernmental Agreement (IGA), and Master Cooperative Agreement.

Job Duties:

• Providing leadership and personal development for succession planning within the fire organization support functions. Providing leadership and management oversight for employees in the support functions.
• Coordinating with the state fire management officer and deputy to align support functions into the overall leader’s intent and strategy of the fire organization.
• Coordinating and collaborating with the vendors and entities outside the fire management organization to provide the highest level of support to emerging and ongoing fire incidents.
• Leading in the development of innovations in technology and practical support delivery to evolve with the changing fire environment.
• Respond to fire incidents as Incident Commander, Agency Representative (AREP), or other function as qualified and requested by State FMO.
• Drive on State business.
• Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• The collaborative arrangement between operations and support functions to provide efficient, effective, and timely support to emerging and ongoing incidents
• The business practices of the state of Arizona for procurement and emergent procurement of support items and supplies
• The current agreements to provide support including food, water, sports drink, and human infrastructure (restrooms, showers, hand wash stations etc.)
• DFFM Statutory firefighting and fire prevention responsibilities and authorities.
• Wildfire strategy, tactics, and fire behavior and incident management/ Incident Command System.
• Principles and practices of effective leadership and supervision
• Purchasing and contract principles
• Emergency response communication systems.

Skills in:

• Effective oral, written, and digital communication
• Instruction techniques to train and teach internal and external personnel in DFFM applicable subject matter
• Presentation and public speaking
• Interpreting fire weather and fire behavior.
• Effective use of computers and applicable software including but not limited to Google Workspace, Microsoft 365 (Office), Adobe Acrobat, ARCGIS, WFDSS,and iNAP.
• Articulating support function concerns to fire leadership and operators in the field
• Providing the understanding or the “why” behind actions and processes to support incidents including the limitations induced by state policy and oversight.

Ability to:

• Work independently within the framework of collaboration with the state fire management officer and deputy.
• Adapt to changing environments with calm resolution to transition corrective action into systematic change.
• Document trends and provide data as framework for long term change within the organization.
• Identify real time changes to better enhance the effectiveness and efficiency of support functions within the fire organization.
• Work and communicate effectively with diverse governmental wildland firefighting agencies and recognize their differences in authorities and capabilities.
• Develop and maintain strong working relationships with DFFM personnel, other State of AZ departments, elected officials, federal agencies, and outside cooperators.
• Work weekends and holidays.
• Travel on state business.

Selective Preference(s):

20 years of fire service experience, Division Supervisor (DIVS), Incident Commander Type 3 (ICT3) OR Prescribed Fire Burn Boss 2 (RXB2), Command & General Staff on Complex Incident Management team

Pre-Employment Requirements:

Task Force Leader (TFLD)

Incident Commander Type 4 (ICT4)

A valid Arizona Driver's License.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute.

Enrollment eligibility will become effective after 27 weeks of employment.

The current contribution rate is 12.29%
