The Arizona Department of Homeland Security was established in 2006 by the Arizona State Legislature to support the mission of providing strategic direction and access to federal homeland security grant program resources that will further enable the stakeholders' collective goals to prevent, protect, mitigate, respond to and recover from terrorist attacks and other critical hazards that affect the safety, well-being and economic security of Arizona.

BUDGET MANAGER

Job Summary:

This position is directly charged with the management of the Department’s operating budget. The Budget Manager oversees the agency operating budget; produces monthly budget reports for the Director and department leadership; formulates internal operating budgets when new grants and general funds are awarded; prepares and follows up on transfer requests through the accounting department; produces budget fact sheets and summaries for the legislature and Governor's office; assists in responses to federal and state audits; prepares all documentation related to budget requests, budget inquires, and acts as point of contact for all Office of Strategic Planning and Budgeting (OSPB) and Joint Legislative Budget Committee (JLBC) communications; performs fiscal and statistical analysis at the request of Director, Deputy Directors, and other department leadership; attends budget-related meetings; manages record keeping and transmittal throughout funding cycles; performs functions related to fiscal processes; performs special duty assignments; develops, edits, and reviews policies, strategies, and other official documents relating to the budget; assists and carries out functions related to financial tracking and record keeping in respect to federal and state funds; performs human resources related administrative tasks as assigned; produces and maintains employee master profiles; completes personnel action authorization forms; produces offer of employment letters; analyzes payroll and proposed salary increases; responsible for the production of performance pay quarterly and annual reports; assist in processing reimbursement requests; assists in processing financial status reports.

Job Duties:

• Manages operating budget to ensure funds are budgeted and expended in accordance with applicable state and federal regulations, rules, laws and guidelines. This includes preparing detailed spreadsheets for all funding streams, and presenting them to leadership on a regular basis

• Lead in the development and submission of the department budget. Formulates internal operating budget each year. Responsible for ensuring accuracy of fiscal/budgetary information in various database

• Conduct monitoring visits to ensure stakeholder compliance with state and federal regulations, rules, laws and guidelines

• Assists in creating and maintaining budgetary and fiscal processes/procedures

• Process reimbursements and financial status reports

• Other duties as assigned as related to the position

• Ability to travel
