The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

BUILDING MAINTENANCE SPECIALIST

Job Summary:

The Building Maintenance Specialist (BMS) performs maintenance tasks that require the application of highly skilled abilities in maintaining and repairing buildings and related utility service systems to include, building and grounds maintenance, plumbing, commercial electrical, carpentry, and industrial HVAC. Incumbent shall perform work with limited supervision from the 162nd Physical Plant Supervisor (PPS I). The incumbent shall participate independently or as a team while maintaining facilities under the care of the Arizona Air National Guard (AZ ANG) 162nd Civil Engineering Squadron. Incumbent assures all work is in compliance with state and federal codes; performs all assigned tasks within the established guidelines and instructions, adheres to established safety rules/procedures, ensures work is compliant with all applicable safety codes. Incumbent will be required to take immediate action in emergency situations and is responsible for timely reporting on corrective action.

Job Duties:

Responsibilities include:
• Repair and maintain buildings and grounds as assigned by supervision. Responds to facility requests for plumbing, electrical and mechanical systems, fire pumps and generators, weed control, site drainage and repairs, fire alarm and suppression systems, fencing, gates, building controls, other minor to major facility repairs and upgrades. Perform preventative maintenance as assigned by supervision.
• Participates with installation preventative maintenance (PM) program and keeps accurate records of all work performed. Coordinates scheduled workload with supervision, contractors, and project managers on all installation projects to minimize impact on day to day Wing operations. Provides call back response to the facilities after-hours/emergency help desk and oversees repair work as necessary.
• Coordinate work with building managers, supervisors and vendors for assigned projects. Coordinate and work with Operations Management, supervisors, and other maintenance staff on projects, and routine work. Review and evaluate work procedures and make recommendations for improvement. Maintain accurate records of equipment and material. Provide all necessary documentation prior, during, and after completion of assigned task. Inspect work areas to determine any problems or hazards to work functions. Takes appropriate action for resolution. Work with Operations Management for scheduling periodic service and repair.
• Provide material requests as needed for assigned projects. Determines equipment and materials required for work. Participates in the planning, estimating, costing and ordering of materials in a timely and efficient manner; detecting and resolving work stoppages; responsible for assigned equipment.
• Operate a computer system utilizing Word, Excel, Microsoft Teams, and Power Point

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• National and Local building codes.
• Methods and practices involved in remodeling, construction, installation and replacing major utilities services.
• Electricity, relays, circuitry, and controls which activate refrigeration units
• Common and specialized tools, equipment and materials.
• Methods and practices of maintaining, remodeling, installing and replacing associated utility services in construction.
• All aspects of construction, blueprints, schematics, sketches, structural components of buildings.
• Material costs estimates for jobs completed and or in progress along with basic computer functions and capabilities.

Skilled in:
• Extensive Building Maintenance; painting, roofing, flooring, electrical, HVAC and plumbing.
• Equipment Maintenance: Performing routine maintenance on equipment and determining when and what kind of maintenance is needed.
• Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
• The care and maintenance techniques regarding buildings and/or grounds.
• Skill in the layout, installation, repair and maintenance of water pipe systems and sub-systems.
• Comply with National and local building codes.
• Time management.
• Verbal and written communications

Ability to:
• Establish and maintain effective interpersonal relationships with coworkers, vendors, and customers.
• Produce working results.
• Demonstrate leadership and resolve an assortment of maintenance issues at the field level.
• Determine equipment and materials needed for a job.
• Adhere to OSHA standards.
• Adhere to and enforce all safety rules and regulations to ensure and provide for a safe and healthy work environment.

• Diagnose/trouble shoot problems/malfunctions in a wide variety of mechanical, and electric equipment
• Monitor parts inventories and work logs using a personal computer.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Requires the ability to achieve a favorable National Agency Check with Investigation for purpose of obtaining a Common Access Card (CAC).
• Must meet all eligibility requirements to enter other federal installations such as Davis-Monthan Air Force Base and Fort Huachuca.
