The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a detail-oriented individual responsible for receiving and analyzing purchase requests for materials, services, and supplies.

Job Duties:

- Purchases goods and services (under contract)
- Solicits verbal and written quotes as required
- Maintains state award contract files
- May supervise and/or assist in training lower-level buyers
- Prepares purchase orders
- Coordinates with managers at the Physical Plant, Motor Pool, Security, Deputy Warden, and Warden in the ordering of required commodities
- Composes bids/proposals and quotes by researching the commodity area, specifications, and contractual terms
- Develops bids to fulfill departmental requirements and best interests
- Analyzes the proposals submitted and seeks the end user’s input
- Prepares an award recommendation for the manager’s approval
- Researches new sources and maintains a list of vendors able to service the departments’ needs
- Interviews and corresponds with vendors regarding pricing, availability, and market trends
- Contacts vendors regarding any discrepancies in pricing, shipping, or delivery time frames
- Plans and participates in commodity surveys, analyzes results, and takes necessary action
- Drives on State business
- Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Arizona Procurement Code and departmental policies and procedures relating to purchasing
- Purchasing business practices and procedures
- Mathematics and general accounting practices/techniques, standard commodities, and products
- Source of supply, statewide, local, national markets, and price trends
- Personal computer and software applications
- English including grammar, spelling, and punctuation
- Office procedures and equipment

Skill in:
- Mathematics
- Verbal and written communications
- Prioritizing, multi-tasking, and organizing tasks
- Providing a high level of customer service
- Operating a calculator
- Typing work assignments to achieve timely results

Ability to:
- Communicate effectively
- Learn and adhere to the ADCRR policies and procedures
- Make arithmetic calculations rapidly and accurately using a calculator
- Apply sound critical judgment
- Establish and maintain interpersonal relationships with all levels of the organization and the public
- Supervise and mentor subordinate staff
- Work in a prison environment

Selective Preference(s):

- Two (2) years of experience equivalent to a Buyer I; or a Bachelor’s degree from an accredited college or university with a major in purchasing and one (1) year of experience

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and drug test.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
