The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Habilitation Services Program Manager 2. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Provides leadership and coaching. Ensures performance measures are developed, tracked, maintained, and updated for each area of their responsibilities. Adheres to the AMS continuous improvement principles. Collaborates with Division staff to ensure outreach activities comply with AHCCCS contract and operations standards.
• Manage outreach and training throughout the state for external and internal stakeholders about the Justice Reach-in program. Ensures use of the SIM. Educates in using positive techniques used to engage, deescalate, and safely interact with the member.
• Participates in multiple statewide projects and initiatives that interface with vendors, DDD staff, members, families, and stakeholders. Ensures all project plans are followed.
• Expanding opportunities for the volunteer coordinators to identify volunteers, track volunteers’ records, and collaborate with the IOC, PRC, and DDAC to identify areas of priority. Supports the annual volunteer appreciation event and the Holiday Gifts from the Heart program.
• Facilitates and attend huddles, and complete performance appraisals, authorize leave, and approve ETE’s; provide ongoing assessment of day-to-day work performance and assess areas needed for further training.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Federal and State laws, rules, and regulations related to individuals with developmental disabilities.
• Title XIX and Medicaid and Social Security and Medicare, state and benefit programs as it relates to DES/DDD.
• Arizona Health Care Cost Containment (AHCCCS) and Arizona Long Term Care System (ALTCS).
• Division’s program, resources, policies, procedures and processes; Home and community-based services provided to people with developmental disabilities.
• Rights associated with the field of developmental disabilities.


Skills In:
• Oral, written communication, problem-solving and Interpersonal relations.
• Diplomacy, decision-making, organization and time management.
• Compiling data and reports, using computer systems including Google Suite, Microsoft Suite, and database systems (i.e. FOCUS and CRS).
• Planning, monitoring, evaluating, and improving workflow.
• Effective leadership and management technique.


Ability to:
• Effectively represent the Division with internal and external stakeholder with good decision-making abilities.
• Work with diverse individuals, advocacy groups, the Governor’s office, and others; Work in an expeditious manner in a fast-paced environment.
• Adapt to changing priorities, multi-task, and meet timelines, prepare reports.
• Read, comprehend, and interpret policies and procedures; be understanding of the concerns of individuals and the capability to assist in resolving.
• Maintain high work standards with a commitment to continuous improvement and maintain high levels of activity and productivity.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelor’s or master’s degree in education, Social Work, or closely related field preferred.
• Experience working with people with I/DD AND minimum of TWO (2) years of Supervisory experience.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
