Serves as the Chief Procurement Officer for ADOT. Through an unlimited delegation of authority from ADOA, this position administers ADOT’s $400+ Million procurement and is responsible for the administration of the procurement operation in support of ADOT’s management and operational needs. Responsible for the procurement and oversight of federally funded projects for Local Public Agencies. Authorizes exceptions to the Arizona Procurement Code and approves/disapproves Competition Impractical, Sole Source and Emergency procurement requests for the agency. Leads a team of procurement professionals, the eProcurement Resource Center, and administrative staff in the administration, compliance, guidance and support of the Agency’s procurement of construction, goods and general services, and professional services subject to the Arizona Procurement Code. Ensure compliance with all Federal, State and Departmental laws, rules, regulations, policies, and procedures pertinent to the administration of procurement. Establish and maintain positive customer and vendor relations. Provide Procurement Fundamentals training to ADOT staff as required.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Administer the ADOT Procurement operation. Evaluate, hire, dismiss and discipline staff as appropriate. Develop/implement operational plans, policies and procedures, staff assignments and work standards. Direct, review and evaluate work performed for adherence to Arizona Procurement Code and applicable policies and procedures. Review performance of managers in accordance with process.
Plan, organize and coordinate the development/provision of training, information, seminars and workshops for internal/external customers, private and professional organizations and other governmental entities. Develop and maintain effective relationships within the Department, the Vendor community, and within the profession; be proactive in outreach programs.
Lead, facilitate and direct as necessary the strategic and tactical planning process, including identifying internal/external customer needs. Develop goals, objectives and strategies to fulfill customer needs and improve operations; develop work plan with associated resource commitments of personnel and budget; align strategic plans with team goals and objectives; prepare annual budget request for personnel operating expenses, and capital expenditures.

A bachelor's degree OR its equivalence in business administration or related area, OR an additional 1 year of project management experience for every year of education for substitution
Experience with public procurement process
Certified Professional Public Buyer (CPPB) and/or Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM) or any other procurement related professional certification.
