The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an enthusiastic and organized Construction Manager. In this role, you will oversee a variety of construction projects, ensuring they are completed on time and within budget. You will review project engineering or architectural plans and designs to ensure they meet our high standards. Additionally, you will source and hire contractors, manage budgets, and create project completion schedules. You will also implement approved construction and maintenance projects with a hands-on approach to project management.

Job Duties:

- Travels to various locations and explores the feasibility of prison project requests
- Makes decisions regarding technical accuracy, the sufficiency of design, and the development of construction projects at each prison
- Manages construction projects as assigned while ensuring project timelines and budgets are met
- Creates economic solutions for complex maintenance, security, and operating problems
- Develops scope of work documents for projects
- Provides support to procurement
- Consults with architects/engineers regarding project requirements
- Participates in the selection process for architects, engineers, and contractors
- Presents weekly project status reports to the Bureau Administrator
- Offers analysis and input into agency capital budget and building renewal plans
- Drives on State business
- Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Prison operations, security, and maintenance
- Requirements of all Occupational Safety & Health Administration (OSHA), national, state, and local building/fire codes, state regulatory agencies, and statutory requirements
- Design and construction of building renewal facility improvements and/or major tenant improvements
- State governmental processes and practices regarding funding requests, purchasing and management systems
- Planning and program development processes for governmental building/design and construction projects
- Architectural and engineering contract requirements

Skill in:
- Establishing and maintaining interpersonal relationships
- Verbal and written communication
- Public speaking
- Planning, calculating, problem analysis, and resolution

Ability to:
- Establish priorities and meet deadlines and objectives
- Communicate effectively with a variety of individuals at all organizational levels
- Read and interpret construction documents, including blueprints, schematic designs, and elevations
- Apply and interpret Federal and state laws, departmental policies, procedures, rules, and regulations
- Learn and adhere to the Arizona Department of Corrections policies and procedures

Selective Preference(s):

- Minimum of Ten (10) years of experience in construction project management
- Minimum of five (5) years of experience in prison complex maintenance, tenant improvements, and security systems
- OSHA certifications for general industry and construction
- Experience in prison operations

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Enrollment eligibility will become effective after 27 weeks of employment.
