The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Building Plans Coordinator will supervise and participate in the planning, preparation, review and examination of plans and specifications for AZ ARNG buildings and facilities construction and design. This position is responsible for maintaining projects within time and budgetary restraints, preparing preliminary architectural, engineering, construction contracts, assisting in budget preparation and will provide project reports as required.

Job Duties:

Responsibilities include:
• Prepares documents for National Guard Bureau for planning, progress and closing-out of managed projects. Recommend changes where required to correct defects and provide efficient operations. Recommend cost beneficial and energy efficient/alternative materials and methods of construction.
• Meet with contractors, architects, and engineers to discuss project matters. The position also requires that all projects comply with all National Guard regulations regarding planning, programming, construction, contracting and fiscal and environmental considerations.
• Estimates project costs using estimates guides and computer programs. Manage several projects at one time. Prepares documents for Procurement and Contracting Office for both Federal and State requirements.
• Conducts project inspections for compliance with plans and specifications. Manages project progress with selected contractors. Conduct inspections of existing facilities to determine their structural soundness and life-cycle analysis.
• Write specifications for Scopes of Work to define the project using a word processing program. Conducts research for specific systems, equipment and products.
• Actively participates in pre-bid and bid meetings with contractors and state and federal procurement and contracting offices.
• Serves as lead liaison between National Guard Bureau and the Construction and Facilities Management Office. Ensures compliance with Federal, State, local and National Guard regulations relating to facilities and provides technical assistance.

• Read and interpret plans and specifications
• Managing risk between budget and scope while construction is in progress.
• Construction inspection
• Establish effective working relationships
• Microsoft Office Suite with an emphasis on Excel

Ability to:
• Manage large/complicated projects
• Estimate construction costs
• Analyze construction problems and determine the appropriate next steps
• Read blueprints/plans
• Use computer applications/programs for tracking progress and reporting
• Multi-task and manage multiple projects concurrently
• Communicate effectively and professionally

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have a Bachelor's degree from an accredited college or university and experience in reviewing building plans and specifications, inspecting work in progress for plan compliance and/or building cost estimating. Additional experience as described may substitute for the Bachelor's degree on a month-for-month basis.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
