Job Summary:

Serve as a Joint Project Agreement contract writer, facilitator, negotiator, and coordinator for the Joint Project Administration Group within the Infrastructure Delivery and Operations Division (IDO). Prepare and process various assigned agreements as required and in accordance with ARS 11-952. Be assigned complex, time-sensitive agreements with up to multi-million dollar values in all areas of contract requirements with a limited range of contractual activities. Coordinate with other government and State agencies, private industry, internal technical staff, and attorneys to ensure accuracy and lawful compliance with federal regulations and state laws, statutes, and ADOT policies throughout the agreement process; provide support and guidance to ADOT staff and external partners during the development of agreements. Participate in the internal quality/process improvements that assist in the implementation of procedural improvements.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Reads funding or grant proposals, contracts, and amendments prepared by others; makes critical observations and recommendations for improvement; negotiates cooperative arrangements, programs, or activities between and among agencies at the same or different levels of government or between public and private agencies in order to advance common interests; writes contracts or intergovernmental agreements with other agencies, outside consultants, other governments or individuals.
  • Perform tasks required in the writing and execution of all types of agreements. Such tasks include but are not limited to: performing project research; facilitating meetings between ADOT staff and external entities and attorneys; compiling all necessary data required in the preparation of agreements; providing required contract language, guidance, and expertise; processing agreements through the established review process; seeking clarification/resolution when problems arise; obtaining all necessary approval and signatures.
  • Compose correspondence; update and monitor the status of agreements to ensure project delivery schedules are met; monitor, maintain, and analyze assigned project information on the database. Advises, instructs, and explains technical matters to staff and manager.
  • Participate in quality improvement meetings and trainings. Prepare and provide presentations, and attend meetings as required. May drive a vehicle in the course and scope of State business, attend meetings throughout Arizona when needed.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
