-Provide guidance on the preparation and administration of various assigned agreements contemplated under ARS 11-952, within Joint Project Agreements and Infrastructure Delivery and Operations (IDO).
-Lead and engage in contract management activities and make decisions based on results.
-Interface with various agencies and/or organizations as well as internal staff of all levels to ensure proper understanding of documentation, accuracy, and implementation of interrelated Joint Project Agreement processes and services.
-Working closely with the Attorney General's Office, assure agreements are in compliance with all federal and state laws, regulations/statutes, and associated policies throughout the development and execution of agreements.
-Participate in or lead internal/process improvement teams that prepare, recommend and assist in the implementation of procedural change.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Provide training, guidance, and technical expertise on intergovernmental agreements, private sector agreements, and MOLi's. Assign work to subordinates and establish priorities, goals, and objectives. Monitor the tasks involved in the execution of agreements, timeliness, and accuracy/quality of work produced. Monitor priorities of staff assignments and special projects.
Research and review laws and regulations, codes, and ordinances to remain informed, knowledgeable, and make recommendations. Confer with legal staff for applicability. Research, establish and maintain agreement processes, preparation procedures, policies, and guidelines. Provide guidance and expertise regarding the feasibility or applicability of agreements.
Performs all tasks involved in the execution of all types of agreements, from the original request to the close-out process. Organize and prepare agreements. Research and direct personal contract with ADOT staff, other state agencies, local jurisdictions, FHWA, etc. Compile background of technical data in preparation of the agreement.
Resolves problems and questions regarding work methods and processes; advises, instructs, and explains technical matters to staff and managers of assigned programs regarding contract requirements; confers with agency officials, staff members, and representatives of other agencies to acquire information needed for immediate determinations or decisions; analyzes and evaluates work procedures, methods, and rules for a work unit; makes determinations and establishes these in practice.
Prepare a variety of written and management reports. Monitor, maintain, and analyze information on the database; recommend database or report modifications to improve processes.
Participate or lead staff in quality improvement meetings and seminars associated with AMS. Prepare and provide presentations and attend meetings as required.
Interview and select personnel and prepare and process documents.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
