The Office of Economic Opportunity is seeking to hire a data analyst to join its Labor Statistics Division.
The position is a hybrid position with the opportunity to work from home when feasible.
The data analyst will be part of a small, enthusiastic data collection team working on behalf of the Bureau of Labor Statistics to gather employer business information used to produce a tabulation of the number of Arizona establishments, monthly employment, and quarterly wages for workers covered by state and federal unemployment insurance laws for the Quarterly Census of Employment and Wages (QCEW), Occupational Employment and Wage Statistics (OEWS) and Current Employment Survey (CES) programs.
Much of this position’s work entails reviewing unemployment insurance tax records, contacting employers to update records and collect missing business information, matching reported data to industry codes, and conducting comprehensive reviews of completed survey data.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
• The analyst will make decisions on the correctness and completeness of the data submitted and will make follow-up contacts to acquire missing information and/or clarify incorrect data
• This review includes the analysis of the occupations reported against the standard industry pattern to identify the presence of abnormalities in the reported data
• This process involves contacting all non-response units assigned to solicit their voluntary assistance in completing the survey
• Oversee the collection, validation, and submission of monthly employment and unemployment data from various sources
• Keep abreast of changes in federal guidelines and methodologies related to CES and LAUS data programs
• The non-response contact may involve utilizing the telephone, fax, email, or making on-site personal visits
• Participate in state and national conferences, workshops, and meetings related to employment statistics
• Each analyst is required to achieve a response rate deliverable of 75% in units or 65% in employment
• This position requires regular training at the site and some infrequent travel to locations out of state
• Ensure data accuracy and consistency in accordance with federal guidelines and methodologies
• The analyst will conduct a comprehensive review of the completed responded surveys assigned
• Compile, analyze, and disseminate state-level CES and LAUS data to relevant stakeholders
• The analyst will partake in the non-response follow-up process
Knowledge of:
• Understanding of Northern American Industry Classification System (NAICS) coding for the various industries
• Basic statistics, sampling, and sample statistics
• Employment and unemployment programs
• Knowledge of local economy
Skills in:
• Computer skills in organizing files, emailing, and scanning documents
• Excellent verbal and written communication skills
• Quantitative skills to evaluate data for accuracy
Ability to:
• Basic organizational skills to keep track of various schedules and various requirements set by BLS to deliver usable employment data in a timely fashion
• Willingness to seek and receive guidance and feedback when necessary concerning coding and other QCEW situations
• Effective, professional communication style with colleagues and the public—in person, on the phone, and by email
• Ability to work both independently and collaboratively, while adhering to QCEW standard work processes
• Formulate questions to resolve problems with abnormal data found in schedules sent to us by employers
• Communicate professionally and effectively to collect data and interact with the public and co-workers
• Willing to seek guidance when necessary concerning data edits and other QCEW situations
• Basic computer skills in organizing files, emailing, and scanning documents
• Recognize atypical data and resolve it by contacting the source
• Track and adhere to schedules and process requirements
• Work independently with little or no supervision
• Excellent skills in Microsoft Word and Excel
• Make accurate arithmetic calculations
• The following qualities are not required but would be welcome assets, and candidates with any of them should note them in their resume and cover letter
• Basic understanding of statistics, such as sampling, central tendency, and estimation
• Understanding of Northern American Industry Classification System coding
• Skills in languages other than English
