DES is seeking an experienced and highly motivated individual to join our team as a Business and Finance Administrator. This position serves as the Deputy Business Administrator to provide high-level leadership and direction to execute financial, operational, and strategic initiatives for the Division. This position assists with the oversight and management of the division's operating budget, inclusive of the projected cost impact of implementing major goals and initiatives. This position is also responsible for directing the operations and logistics of multiple teams that support specific operating needs of the division. These teams are comprised of finance, contract, and operations professionals and their supervisors. The Deputy Business Administrator has authority over financial documents that indicate the impacts of legislative and/or policy changes. This position has authority to represent the division in financial matters related to the division, whether with internal entities such as the Director's Office, Financial Services Administration, and the Division's Assistant Director
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

• Assist with oversight and management of division's accounting, finance, business systems, business analytics, information and reporting,; accounts payable, contracts, purchasing, and& facilities. Work closely with the Fiscal team to analyze performance of procurement activities against various procurement indicators. Plan, organize, assign work, establish priorities, and ensure realistic completion schedules are developed, documented and communicated to all stakeholders.
• Coach and mentor staff towards a continuous improvement culture that fosters daily improvement involving all team members.
• Assist with recognizing, managing, and mitigating key elements of the Division risk profile; monitor any open legal issues involving the Division that affect the delivery of services, construct and monitor reliable control systems; ensure that the division complies with all legal and regulatory requirements; ensure that record-keeping meets the requirements of auditors and government agencies; report risk issues; maintain relations with external auditors and investigate their findings and recommendations.
• Oversee funding and monitor cash balances and cash forecasts, grant funding and related activity. Work closely with the Fiscal team to ensure proper management of state and federal dollars. Work in conjunction with the DES Financial Services Administration, ensure all reporting requirements are met in a timely manner and forecasts are completed timely.
• Coordinate responses to requests for information from outside sources regarding financial management activities, including those from the Legislature and the media. Perform management control assessments of financial system-related business processes and procedures and identify weaknesses in the design and effectiveness of internal or management controls.
• Oversee contract and business operations functions. Instruct, explain, and counsel contracts and fiscal staff in carrying out a variety of tasks including budget development, budget management, contracts development, and negotiations. Oversee payment processing, facilities, and fleet management and identify cost reduction strategies for modifications or improvements for all offices throughout Arizona. Advocates for division operational needs in multi-service centers and manages space needs in accordance with budget and staffing projections.

•Demonstrated excellence in managing finance, accounting, budgeting, control and

• Bachelor's degree in accounting, finance, economics, business, public administration, or related field and 3 years experience managing budget/finances of a complex organization; OR 1 year as a Financial Analyst 3 in Arizona State Gov't. Supervisory experience is preferred and two years of additional work experience substitutes for bachelor's degree.
• A.R.S. 41-1969 Each employee or contractor of the Department of Economic Security who has access to federal tax information shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to section A.R.S. 41-1758.07.
• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
