The State of Arizona Board of Chiropractic Examiners is the regulatory body of the State of Arizona charged with protecting the health, welfare and safety of the public through the enforcement of the laws governing the practice of chiropractic.

Job Summary:

The Board of Chiropractic Examiners is the agency charged with the mission to protect the health, safety and welfare of the public through enforcement of the laws that govern the practice of chiropractic in the State of Arizona.

Critical functions of that mission are 1. The investigation of complaints filed with the Board, 2. Monitoring compliance with Board Orders and 3. Processing applications for licensure and certification.

The ideal candidate will have experience in managing investigations, supervising staff, and fostering strong relationships with the public, licensees, and Board members.

This role serves as the primary point of contact for investigation-related inquiries, ensuring that all complaints are efficiently processed, tracked, and resolved in compliance with state laws and Board policies.

The Deputy Director will manage the intake and distribution of complaints, coordinate with the Arizona Attorney General on initiating investigations, and oversee the progress of cases.

In addition to leading the Investigation Department, the Deputy Director will provide administrative support, training, and guidance to Board members and staff and will serve as the Board’s Human Resources Officer, handling personnel matters to ensure smooth departmental operations.

Job Duties:

Oversight of Investigations: Lead and manage the investigation of complaints against chiropractic licensees, ensuring timely, thorough, and impartial resolution in compliance with Board policies, state laws, and ethical standards, while providing regular updates and ensuring proper documentation and escalation of cases as needed

Public and Licensee Point of Contact: Serve as the primary contact for the public, licensees, and their representatives, providing clear and accurate information on investigation statuses and procedures, while addressing and resolving inquiries or complaints efficiently and escalating as necessary. This position is responsible and point of contact for all public record requests

Staff Supervision & Development: Supervise and mentor the Investigation Department team, promoting a collaborative work environment, ensuring adherence to policies, and supporting professional development through performance evaluations and tailored growth plans. Serve as the Board’s HR Officer, overseeing recruitment, employee relations, performance management, staffing logistics, and policy development, while ensuring compliance with state labor laws and Board policies, Agency Benefit Liaison, Agency Travel Reduction Liaison, Agency, Assist in Policy procedure development, agency staff training, IT, public records, and communication

Board Member Support and Training: Provide training, support, and resources to Board members on investigative processes and regulatory compliance, while preparing case materials. Assist in preparing investigative reports, case summaries, and relevant materials for Board meetings

Strategic Planning: Contribute to the development and execution of strategic initiatives, policies, and procedures; assist in preparing reports, budgets, and compliance documentation; and collaborate with external stakeholders to enhance the Board’s effectiveness and regulatory oversight

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Familiarity with Arizona state laws related to healthcare licensing and regulation, specifically chiropractic practice, is highly beneficial

• Exceptional verbal and written communication skills, with the ability to clearly explain complex information to various stakeholders

• Strong organizational and project management skills, with a proven ability to juggle multiple priorities and meet deadlines

• In-depth knowledge of investigative techniques, regulatory compliance processes, and industry standards

• Proficiency in Microsoft Office Suite, Google Workplace and case management software

Skills:

• Strong skills in Google Workspace, MS Word, Excel, PowerPoint, scanning software and other web based programs

• Document review, auditing, interpretation, and application of regulatory law, create and implementation of policy

• Skills in performance evaluations, employee communication and development and cost assessment

• Skilled in public speaking, written communications, office management

• Possess good composition skills and interact in a professional level

• Strong time management and organization skills

Ability:

• Ability to build and maintain positive working relationships with a diverse range of stakeholders, including Board members, state officials, licensees, and the general public

• Strong critical thinking and problem-solving abilities, with sound judgment in making decisions based on available information

• Skilled in managing sensitive or contentious issues with diplomacy, tact, and respect for all parties involved

• High levels of integrity, professionalism, and confidentiality in all interactions

Licensure, Education, Certification:

• Bachelor’s degree in Criminal Justice, Legal Studies, Healthcare Administration, or a related field from an accredited institution (A Master’s degree is preferred but not required)

• A minimum of 3 years of experience in investigations, regulatory compliance, or law enforcement, with a preference for experience in a healthcare-related or regulatory environment

• Relevant coursework or training in investigative procedures, regulatory compliance, or health care law is highly desirable

• CLEAR Basic Investigator Certificate: Must have or be able to obtain the CLEAR (Council on Licensure, Enforcement & Regulation) Basic Investigator Certificate, CLEAR Specialized Investigator Certificate and Investigating Reports of Sexual Misconduct Certification

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
