The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Manages and oversees the day-to-day activities of business intelligence (BI) Situation Unit staff engaged in identifying data reporting and analysis needs to turn data into information and knowledge to make sound business decisions; translates strategy into operational practice. Identifies opportunities to improve planning and system design, data collection/management, analysis, interpretation, and application. The Business Intelligence Supervisor's role is to act as the 'Situation Unit Leader' who will develop emergency management situational awareness, and a common operating picture based upon available shared data and information from partners and partner sources.

Job Duties:

Responsibilities include:
• Supervises the distribution and workload of subordinate staff by scheduling work assignments, setting priorities to provide technical assistance to local, county, state, federal, tribal, non-governmental and private sector partners to implement policy-directed functionality and configuration enhancements to support end-user priorities and needs.
• Manages the Crisis Information Management System (CIMS): oversees and provides necessary support, training, and technical assistance to the division and partner agency personnel, CIMS operators, state, county, Tribal, and local government, and other stakeholder representatives.
• Manages the geospatial visual location intelligence system, or commonly known as the geographic information system (GIS). Supports the organization's key business processes and applications. Translates organizational needs/requirements into automated systems specifications.
• Develops and analyzes BI needs. Provides technical assistance to data users and other business partners. During incidents or disaster operations and exercises, serves as the Situation Unit Leader by providing location intelligence data, situational awareness and developing demand forecasting and/or guidance to the CIMS operator(s), GIS operator(s) and GIS technical specialists, and other DEMA staff serving in the State Emergency Operations Center. Designs custom reports.
• Leverages and/or seeks to influence data standards, ensuring consistency with national standards. Identifies and engages process owners and stakeholders related to the area of assignment. Explores and recommends technology solutions and/or automation of key processes.
• Monitors system reliability and availability and works with partners as appropriate to address any capacity or capability issues that impact mission or tasking. Collaborates with IT staff to support applications, database needs, upgrades, and requirements documentation. Acts as liaison between Information Technology (IT)/BI and program staff. Participates in planning process including inception, development, testing and delivery of solutions. Translates organizational needs/requirements into automated systems specifications.

Selective Preference(s):

A Bachelor's Degree from an accredited college or university in Computer Science, Information Systems, Business Management or closely related field and 2 years of business analysis or related technical experience which includes leading teams and/or project management experience. Credentialed as a Situation Unit Leader within 18 months of hire. National Emergency Management Basic Academy. National Emergency Management Advanced Professional Series. National Emergency Management Advanced Academy. Credentialed through the Arizona Qualification System. Certified Emergency Manager (CEM) through the International Association of Emergency Managers. Certified as a Basic or Master Emergency Manager through the Arizona Emergency Managers Association.

Pre-Employment Requirements:

• Bachelor’s Degree in Emergency Management, Geography Information Systems, Data Analytics or related field or 4 years of relevant work experience.
• Minimum 1 year of Supervisory experience.
• This position requires possession of and the ability to retain current valid AZ state issues driver's license. In and out of state may be required. Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Incident Command System (ICS): ICS 100 Introduction to the Incident Command System, ICS 200 Basic Incident Command System for Initial Response, ICS 300 Intermediate ICS for Expanding Incidents.
• Independent Study (IS): IS 700 National Incident Management System, An Introduction, IS 800 National Response Framework, An Introduction, and IS 922.A Application of GIS for Emergency Management.
• FEMA Professional Development Series (PDS) Courses.
• Personally prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.
