The incumbent, under the Direction of the Compliance, and Enforcement, Manager conducts professional standards investigative processes for certificate holders under the Bureau of Emergency Medical Services and Trauma System program jurisdiction. The position will coordinate and manage the enforcement activities including investigative staff case assignment, scheduling contract medical consultants, participating in investigative interviews and informal hearings, and conducting accurate and thorough professional investigations using such tools as investigation interviews, evidence collection, scope of practice research, exhibit development and relational report writing. Investigations include but are not limited to unprofessional conduct that is contrary to the recognized standards or ethics of the Emergency Medical Technician profession, complaints, dissatisfaction or dispute of charges relating to the regulation of ambulance services, and other EMS-certificated program compliance. This position must maintain confidentiality; and work without direct supervision, demonstrate self-discipline, innovative thinking, be capable of flexibility and sheer determination in handling numerous, concurrent investigations and varied assignments.
Review complaints and prepare and submit comprehensive automated standardized investigative reports. Prepare monthly and annual automated statistical reports.
Conduct Investigative interviews.
Interpret Statute, Rule, Operating Instructions, scope of practice, and drug & alcohol probationer testing results.
Manage BEMS enforcement database.
Travel to enforcement-related meetings as necessary to successfully perform in the position.
Prepare for and testify at complex informal and formal hearings.
Develop and maintain a professional network with EMCT providers and executives associated with emergency medical services and trauma systems.

Knowledge of:
- Administrative law, practices and procedures, organization, and time management.
- State government structure; knowledge of Bureau of Emergency Medical Services and Trauma System policies, and procedures.
- Routine and complex letter and memo composition; Report Writing.
- Proper English usage, spelling, vocabulary, and arithmetic.
- Data entry and data input management in an emergency medical and enforcement model.
- Available resources for persons working with individuals involved in emergency medical service, court, regulatory, and enforcement professions.
- Interview techniques and standards.
- Statutes, Rules, and Bureau Operating Instructions, complicated due process rules, and investigative standards.
- Principles and practices of regulatory enforcement/compliance processes.
- Contemporary concepts, methods, and practices of investigation and management for the supervision of investigative staff.
- Knowledge of Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
Skill In:
- Experience in public speaking; experience in developing and delivering presentations related to the EMS enforcement operations.
- Planning and organizing daily tasks.
- Advanced interpersonal skills that will complement interaction with executives associated with emergency medical services, and the regulatory profession.
- Outlook, and Microsoft programs such as Word, Excel, Powerpoint, Internet Explorer, or similar electronic software.
Ability to:
- Assess the concerns of the public.
- Establish and maintain effective working relationships with the EMCT profession and EMS providers.
- Be self-directed.
- Prepare investigative and statistical reports.
- Analyze established regulatory criteria and arrive at an appropriate conclusion.
- Travel to bureau-related meetings as the enforcement representative when and as necessary.

Bachelor's degree in Criminal Justice, Public Health, Regulatory or Law Enforcement Investigations, or a related field with 3 years of work-related experience in emergency medical services as a paramedic or EMT.
