Job Summary:

As an Environmental Science Specialist (Delegations Agreement Coordinator), perform periodic evaluations of delegated licensed authorities to ensure conformance with implementation of the program in the Groundwater Section. Liaison between the Department and the delegated licensed authorities on issues related to implementation of the program. Foster lines of open communication between the Department, delegated authorities and other stakeholders. This position is responsible for administration of several ADEQ delegated programs throughout the state of Arizona. The individual in this position will primarily ensure ADEQ and delegated authorities adhere to the terms as set forth in delegation agreements through project management of performance evaluations. The candidate will perform primarily in-person performance evaluations to ensure compliance with delegated scope. The position will require in-state travel up to 50% to conduct appropriate evaluations in specific counties or cities throughout the state of Arizona. Using knowledge of various scientific disciplines, may collect, synthesize, study, report, and recommend action based on data derived from measurement or observations of air, soil, water, and other sources.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Conduct evaluations of county & city delegations agreements to ensure compliance with Arizona Department of Environmental Quality delegation agreements
  • Proficient ability to interpret the Arizona Administrative Code (A.A.C.) and relevant Arizona Revised Statutes (A.R.S.)
  • Primary point of contact to help facilitate good relationship with our county & city delegations on rule clarifications, or permitting expertise
  • Serve in a consultant capacity to advise and guide the development of programs through strong research skills, presentation abilities, and team collaboration
  • Other duties as assigned
Knowledge, Skills & Abilities (KSAs):
  • Strong organizational skills and ability to schedule, conduct and manage multiple projects at the same time
  • Knowledge of State and Federal environmental regulations, environmental sciences and research, AZ sources of pollution, best practices for preventing the release of pollutants, environmental research, investigation techniques and statistical analysis, Agency policies and processes
  • Ability to understand and apply environmental rules and statues; to follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks; to prepare clear, concise and accurate reports; and to summarize completed tasks and/or monitoring data orally and in written communication

Selective Preference(s):
  • Bachelor’s degree in hydrology, geology, environmental engineering/sciences/management, chemistry, law or sustainability
  • Level 3: 5 years’ experience. Master’s degree in a related field may substitute for 2 years experience or a Doctorate in related field may substitute for 5 years experience.
  • Professional registration through the Arizona Board of Technical Registration or an equivalent organization in a reciprocal jurisdiction preferred.
