The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Under general direction of the Physical Plant Manager, this position is responsible for work of considerable difficulty in planning, coordinating, and supervision of construction, emergency response and repair, modification and maintenance of storage/industrial/administrative buildings, power distribution utilities, and Intrusion Detection System/Environmental Monitoring and Control systems in support of the Ordnance Operations Department, a business enterprise organization located at Camp Navajo, Bellemont, AZ.
The Facilities Manager supervises and executes workload/projects in support of engineering's goals and objectives. The Facilities Manager develops and manages the engineering trades operating budgets, and provides input to the CIP budgets & capital equipment as needed. The incumbent provides coordination & interacts with internal and external organizations at local, State, & Federal level to include: contractors and vendors, QA, CFMO, military units; Purchasing & Contracting, Risk Management, Human Resources, other State Agencies, and Federal customers. Supervises DOC inmate crews on construction projects.
On a routine basis perform assigned duties while in the proximity of high explosive assets contained within the ASA.
This position is required to work within the Ammunition Storage Area (ASA) which will place the individual within the Explosives Safety Quantity Distances (ESQD) Arc of a Potential Explosion Site (PES).

Job Duties:

Responsibilities include:
• Supervises the trades sections consisting of the Facilities Management Specialists, HVAC/EMS Mechanic, and pest control which perform construction, maintenance, & repair to all infrastructure, road & grounds, and utilities, associated with explosive storage operations. Supervises the asbestos and lead based paint abatement workers for the organization. Coordinates all activities of the O&M contract for primary power distribution within the Ammunition Storage Area. Coordinates all activities of the Environmental Monitoring and Control/Intrusion Detection System (EMCS/IDS) to meet customer requirements and federal regulations for the storage of munitions and sensitive materials. Determines efficient construction methods and procedures as applicable.
• Provides leadership and supervision for a continuous facilities management program that includes the planning/coordination, inspection, repair, replacement, remodeling and construction activities of all storage structures, administrative and industrial buildings, fire alarm & suppression systems, multiple 12.47KV primary power transmission utilities, IDS and EMS monitoring systems. Advises the Physical Plant Manager on engineering/technical requirements to efficiently and safely operate and maintain multiple primary power distribution systems supporting the Installation training and storage missions.
• Researches and provides engineering data requiring considerable judgment with respect to organization's business objectives and goals. Interacts & coordinates with external organizations at local, State, & Federal level in engineering supported missions. Participates in decision making process making recommendations for capital prioritization, project scope, and funding requests for capital building renewal and maintenance & repair projects. Collaboratively determines engineering design requirements, specifications, and construction management. Interacts and confers with contractors and vendors, resolving issues associated with project performance, contract conformance, specification compliance/noncompliance, and pay applications on engineering related contracts and services. Provides input to scopes of work for A/E, Design-Bid-Build, and CMAR contracts. Evaluates and participates in pre-bid, pre-construction, and progress meetings with project managers and architects in connection with contractual engineering projects.
• Assists the Physical Plant Manager in developing the annual budget for all vertical trades operations & maintenance (services & materials) as well as major projects within the vertical trades section. Submits trades budget requests after a review for appropriateness and availability of funds. Makes internal adjustments to the trades overall budget to address shortfall and emergencies. Provides cost benefit analysis of major equipment purchases for the trades section.
• Is the primary POC working with onsite and remote contractors to troubleshoot and repair Environmental Monitoring & Control System (EMCS) and Intrusion Detection Systems (IDS). Orders and receives materials needed to support EMCS and IDS systems and directs workload of on-site consultants/contractors to maintain EMCS and IDS systems. Supervises DOC crews to complete new installations of IDS and EMCS systems, and new installations/upgrades to Lightning Protection Systems (LPS). Writes correspondence, reports, etc. relating to OOD facilities and projects, specifically security requirements as they pertain to IDS inspection standards. Ensures service levels and customer requirements are met. Develops methods to monitor program or area progress and take corrective action. Inspects work in progress and completed by in-house personnel and contractors, prepares reports of findings. Participates in discussions, and problem solving. Gathers data, compiles resources and number of trades to calculate total cost of contracted and in-house projects. Analyzes and prepares reports, including making recommendations for efficient construction methods and procedures.
• Manages the Installation Lightning Prediction System. Confers and coordinates with in-house IT personnel and remote contractors to troubleshoot and assure system is fully operational. Maintains the remote power and communication systems associated with remote detection sites. Directs the asbestos abatement and pest control programs for the OOD.

Selective Preference(s):

Five years of general construction experience. Three years of supervisory experience in constructing and renovating major facilities or training/experience in supervising/managing and working with DOC inmate crews. Any combination of training and experience that meets the knowledge, skills, and abilities (KSAs) may be substituted. Asbestos Supervisor certification and Pest/Herbicide applicators license/certification.

• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
