The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 2 for the Business Operations. This position provides financial expertise to division and programmatic management, federal and other granters on financial matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs. The Financial Analyst 2 acts as the single point of contact for assigned programs, is distinguished by the greater scope and complexity of analysis and assigned work, the increased level of responsibility and less oversight.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Researching and analyzing expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts.
  • Determine funding needs of programs and communicate transactions information to FSA liaison including transfers, draw downs, deposits, journal vouchers, expenditure corrections, expense budget loads and modifications, appropriation loads and modifications, and other documents.
  • Provide guidance and customer support. Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel. Prepare appropriate materials for meetings.
  • Identify, research, review, analyze and establish possible impacts of proposed/pending federal and State legislation policy changes, or funding modifications for assigned areas.
  • Develop and maintain fiscal summary information/resource information for assigned areas including data such as case load statistics, historical funding patterns, fund sources, etc. Prepare in-depth cost-benefit analyses, break even analyses, etc.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Governmental accounting and fiscal principles.
  • Statistical analysis theory.
  • Appropriate data gathering, summarization methods and report preparation.

Skills in:

  • Problem identification and identification of solutions.
  • Analysis and interpretation of financial reports.
  • Performing complex, and difficult work using independent judgment.

Ability to:

  • Do difficult analytic work.
  • Write reports.
  • Work with limited direction, independently as well as in a team.
Selective Preference(s):

The ideal candidate for this position will have:

  • A Bachelor’s degree in accounting, finance, economics or business administration.
  • OR a Master’s of Business Administration, Public Administration, or related field such as accounting, finance or economics.
  • OR two years of complex administrative work experience in budget preparation, analysis, and control, funding, financial reporting or related specialties.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
