Job Summary:

The Grants/Finance Specialist II manages federal and state grant funds and monitors stakeholder spending, including: overseeing correspondence and responses to concerns; reviewing requests for reimbursement for fiscal integrity; developing and executing fiscal grant management procedures and preparing complex detailed fiscal reports; requests and reviews audits and prepares correspondence regarding audit findings; and works with, consults and advises stakeholders on financial aspects of grant guidelines.

As part of advising stakeholders, this position requires building and maintaining relationships with stakeholders as an Arizona Department of Homeland Security subject matter expert on grant guidance. A significant portion of duties of this position involve preparing, coordinating, updating and submitting detailed federal financial reports. With minimal guidance, this position also provides support to leadership regarding requisitions, purchase orders, invoicing and other financial activities.

This position will maintain appropriate accounting procedures and business processes to ensure state and federal compliance; provide fiscal technical assistance to subrecipients; and maintain accurate data to aid in contract and fiscal grant oversight. This position conducts site visits to determine the ability of stakeholders to accept and account for federal funds and makes decisions on required corrective action plans. This position also assists in the development of the finance department's office policies and procedures.

Additionally, this position makes judgment on the ability of stakeholder's internal business systems to comply with federal and state regulations. This position requires the ability to independently exercise discretion on various financial matters within their designated duties.

Job Duties:

• Process reimbursement requests for state and federal grants. Coordinate and facilitate fiscal meetings and activities with stakeholders as assigned. Responsibilities also include decision making on the allowability of expenditures as they relate to federal and state laws, rules and guidelines and the authority to correspond as necessary with stakeholders while developing and maintaining relationships with them

• Prepare and maintain complex, detailed financial reports and enter information into federal financial systems/databases, maintain a variety of internal records and maintain spreadsheets

• Conducts monitoring visits with stakeholders to ensure fiscal compliance with various federal and state guidelines. Reviews single audits from stakeholders and provides recommendations to leadership

• Lead for all procurement processes within the department

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• In order to satisfactorily perform the duties of this position, an individual should possess a strong knowledge of basic financial accounting methods; working knowledge of the State of Arizona Procurement System and state procurement guidelines; knowledge of principles, concepts, practices, methods, techniques of government accounting and financial management; knowledge of budget procedures and grant management; knowledge of techniques required in maintaining accounting records; knowledge of federal grant guidelines, processes and procedures; knowledge of confidentiality requirements with sensitive data; knowledge of the State of Arizona Accounting Manual; knowledge of the Office of Management and Budget (OMB Circulars); and knowledge of the Code of Federal Regulations (CFR's)

Education, Licensure, Certification:

• Bachelor's degree required

• Ability to possess and maintain a valid Arizona Driver's License and operate a motor vehicle
