The Arizona Department of Homeland Security was established in 2006 by the Arizona State Legislature to support the mission of providing strategic direction and access to federal homeland security grant program resources that will further enable the stakeholders' collective goals to prevent, protect, mitigate, respond to and recover from terrorist attacks and other critical hazards that affect the safety, well-being and economic security of Arizona.

Job Summary:

This position is responsible for the integrity, accuracy and quality of all fiscal work products. The Grant/Finance Specialist I manages grant funds and monitors stakeholder spending, including: overseeing correspondence and responses; determining fiscal allowability of expenditures submitted for reimbursement and advance payment, and reviewing the ability of stakeholder's internal business systems to comply with federal and state regulations; processing reimbursement requests for payment, developing and executing grant management procedures and preparing complex detailed fiscal reports.

The position also reconciles stakeholder payments between the Arizona Financial Information system (AFIS), department grant database and department master spreadsheets. A significant portion of duties of this position involves the preparing, coordinating, maintaining and updating of internal financial reports for pass-thru funding to stakeholders and internal staff.

This position conducts site visits to determine the ability of stakeholders to accept and account for federal funds and makes decisions on required corrective action plans. This position assists in the development of the finance department's office policies and procedures.

Job Duties:

• Prepare and maintain complex, detailed financial reports and enter into the federal financial systems; maintain a variety of records and spreadsheets. Maintains internal financial systems and completes reconciliations of expenditures

• Process stakeholder reimbursements, ensuring fiscal allowability and all required documentation is submitted. This also includes written and oral outreach to achieve intended outcomes

• Conduct outreach meetings to educate stakeholders on fiscal processes/procedures. Additionally, conduct monitoring visits to ensure compliance with state and federal laws, regulations and guidelines

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• ln order to satisfactorily perform the duties of this position, an individual should possess a strong knowledge of basic financial accounting methods; knowledge of principles, concepts, practices, methods, techniques of government accounting and financial management; working knowledge of the State of Arizona Procurement System; knowledge of budget procedures and grant management; knowledge of techniques required in maintaining accounting records; and knowledge of confidentiality requirements with sensitive data. Working knowledge of federal grant guidelines; knowledge of State of Arizona Accounting Manual; Office of Management and Budget (OMB circulars); Code of Federal Regulations (CFR's); and State procurement guidelines

Skills:

• The following skills are required for this position: organizational and record retention skills; computer operating skills; strong accounting skills; financial management skills; oral and written communication skills; presentation skills; interpersonal skills; research skills; analytical and critical thinking; and administrative skills. Must be able to accurately process information and an enhanced attention to detail; Microsoft Excel & Word, Google Sheets and Docs

Education Requirements:

• Bachelor's degree required

Pre-Employment Requirements:

• Ability to pass a background check performed by Arizona Department of Public Safety

• Possess and maintain a valid Arizona Driver's License and operate a motor vehicle

• Ability to maintain a clean driving record
