Job Summary:

This position reports to the Health Start Manager, within the Office of Children’s Health. This position will serve in a program management function, overseeing aspects of the Arizona Health Start Home Visiting program administered by ADHS. This position will
engage with contractors, external and internal partners, and other community organizations that support the efforts of implementation of the Health Start program.
Responsible for contract management which includes but is not limited to oversight of contract deliverables and program implementation; completion of required documentation, paperwork, and processes to ensure contract execution; management of
budgets for individual contractors; processing of contractor invoices; completion of virtual and in-person site visits for contractors throughout the state; and providing technical assistance to Home Visiting services to contractors. Will provide support to the Health Start Manager in providing technical guidance and administrative expertise to bureau staff and/or community organizations in the design, development, implementation, and evaluation of the data system supporting the Health Start Program, Efforts to Outcomes, and any new state and federal data information management systems that support the Health Start Program. This position provides quality management of Health Start data from contractors and communicates data irregularities and need for improvement with contractors, in order to ensure program and funding goals and objectives are met. This position may be responsible for facilitating training and professional development opportunities for contractors or staff to ensure adherence to program guidelines and best practices. Will support the efforts of the Arizona Health Start evaluation, conducted by Northern Arizona University, through meetings with evaluation staff, provision of Health Start data, and coordination of efforts within the program, and goals of the evaluation team. The Health Start Program Manager role supports the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program requirements by assisting in the facilitation of Continuous Quality Improvement efforts and contributing to the preparation of MIECHV
reports, ensuring compliance with federal reporting requirements for this funding source.
This position will participate in and represent the program and department with high-level inter-agency collaboration teams and advisory groups and work with community partners and stakeholders. This includes but is not limited to meeting participation; presentations; and systems building. This position is required to perform work at/attend meetings at alternate locations at times and requires in-state and out-of-state travel.

 

Contract management of assigned home visiting contracts including but not limited to oversight of contract deliverables and program implementation; complete required documentation, paperwork, and processes to ensure contract execution; manage budgets for individual contractors; complete site visits for assigned contractors.

Assist with administrative functions for the Arizona Health Start program including meeting facilitation, training, policy and procedure development, and supporting the development and implementation of standard work across implementing agencies.

Tasks associated with and facilitation of Continuous Quality Improvement efforts and contributing to the preparation of MIECHV reports, ensuring compliance with federal reporting requirements for this funding source.

Provide technical assistance to contractors for the Arizona Home Visiting Coordinated Data Management System, Efforts To Outcome (AZ ETO); facilitate quality assurance/continuous quality improvement.

Participate in and represent the program and department with high-level inter-agency collaboration teams and advisory groups and work with community partners and stakeholders.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Home visiting; state, county and local health care delivery systems
- State and ADHS policies and procedures. Working with tribal communities; community
resources and development
- Program planning and development including QA, budget, and resource allocation
- Procurement and contract policies Applicable to federal and state statutes and programs and the ADHS policy and procedures
- Maternal and child health topics to include public health best practices related to early
childhood health and development
- Must have a general knowledge of family/ professional partnership/cultural competence.
- Use of data to monitor system effectiveness.
- Database software applications used for the collection of Health Start client data
- Various methodologies for data input to work independently and run queries, conduct
quality assurance and reports.
- Performance Management (PM), Continuous Quality Improvement (CQI) and
Lean methodologies.

Skill in:

Selective Preference(s):

Master's degree in a related field with 2 years work experience OR a Bachelor's degree with a minimum of 4 years work experience OR a minimum of 6 years exp. in a related field including a minimum of 2 years experience in maternal and child health. Preference will be given to candidates that have lived experience in maternal and child health, home visiting, or related community work.
