Job Summary:

Performs a broad scope of advanced journey level highway operational duties (including scheduling, assigning and overseeing crew/org work, inspecting work, training and guiding staff) related to items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, snow removal operations, office administration, permit compliance, recordkeeping, work management reports, inventory and features tracking, budgeting data entry, contract preparation and tracking, environmental compliance, vehicle and equipment care. This position exists to provide and preserve a safe and efficient transportation system for the traveling public, as well as being courteous, considerate and prompt in dealing with and serving the public. Establishes priorities within their technical area to be accomplished and communicates to the crew leaders the needed work and location. The progress of the multiple assignments and contractors will be inspected, recorded and (if needed) authorized for payment. The position will assure proper procedures are being utilized. Will act on behalf of the supervisor in his/her absence, training and guiding other staff, overseeing special projects, features inventory assessment and level of service measurements as well as assisting with the day-to-day operation of the ORG.

 

Job Duties:
  • Operates and trains others on truck-mounted and/or stand alone motorized vehicles and powered/non-powered equipment and tools to properly perform assigned work duties. Vehicles and equipment include but not limited to: loaders, large trucks, large trailers, variable message boards, snowplows, pesticide spray equipment, paint truck, bake ovens, heat transfer equipment, cone trucks, power brooms, water tankers, rollers, oil boots and attenuators. Includes the required maintenance and minor servicing to comply with the laws, rules, policies and procedures.
  • Inspects, repairs and trains others on all highway system features, safety and components, makes periodic adjustments, checks for performance, and documents status for electronic management and data storage records. System features include but not limited to: signs, guardrails, barriers, walls channels, pavements, drainage structures, pumps, engines, computerized devices, landscape and irrigation components.
  • Maintains maintenance management performance system for assigned district including oversight of computer entry and work report uploads to the mainframe, coordination and accuracy verification of quarterly data processing uploads and oversight and uploading of the quarterly material inventory. Processes work report requests and special reports requested by supervisors, superintendents and managers. Assists orgs and section with develo in annual work plan and budgets.
  • Analyze and develop PeCos work program and budget.
  • Coordinates the processing of the feature inventory data, inputting changes and updates and verifying the accuracy. Reviews construction as-builts for new feature items and coordinates with central maintenance on categories. Track org boundary changes.
  • Coordinates and documents alternate work resources such as prison work crews and contract services along with in house crews for the most efficient manpower and equipment usage. Assists construction crews with projects to assure highway assets are protected and for end product acceptance.
  • Monitors section equipment usage and expense reports. Makes contact with equipment services to amend/modify reports.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:
*Extensive knowledge of procedures, practices, methods of the operation, preventive maintenance & minor repair of vehicles and equipment used in roadway operations, roadside operation, landscape and irrigation operations, sign operations, striping operations, and sign fabrication operations.
*Office procedures, procurement, PeCos, reporting coding, inventory and customer relations.
*Knowledge of federal, state & agency laws, rules, regulations, policies & procedures pertaining to work activities, safety practices & public relations.
*Wide ranging knowledge of materials, equipment, tools used in work activities & established work methods and standards.
*Broad knowledge of MUTCD traffic control for work zones.
*Knowledge of math, accounting, grammar.

Skill in:
*Skill in applying and making advance level interpretations of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations; using proper materials, vehicles and equipment to perform work activities within established work methods.

Selective Preference(s):

High school education or GED
One year experience as Highway Operations Tech 3 or the equivalent.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. The license must be current, unexpired, and neither revoked nor suspended.
