Job Summary:

Under the direction of the Human Resources Manager, the position performs professional level HR administration in the areas of leaves management, employee and management relations, benefits administration, and recruitment and selection support. This position reviews disciplinary action requests and documentation to recommend level of discipline; prepares disciplinary action letters, memos, and performance improvement plans; prepares personnel action forms; enters new hires, promotions, demotions, salary changes, etc., into HRIS; generates on-demand and custom reports; manages access to and support for learning management program; conducts new hire orientation; responds to a wide variety of personnel inquires; tracks fingerprint card clearances; tracks nursing licenses; completes special projects, as assigned; attends meetings and trainings relevant to areas of assignment; may serve as a back-up to other HR staff; travels on State business; and performs other job-related duties, as assigned; support the utilization of the Arizona Management System, including active problem solving, continuous process improvement, and use of metrics for data driven decisions.

Job Duties:
  • Interprets and applies State Personnel System Personnel Rules, and policies and procedures
  • Handles the Onboarding and 1-9 verification process
  • Prepares personnel action forms
  • Enters new hires, promotions, demotions, salary changes, etc., into HRIS
  • Generates on-demand and custom reports
  • Manages access to and support for learning management program
  • Monitor performance management reports and compliance
  • Conducts new hire orientation
  • Conducts personnel file reviews and responds to a wide variety of personnel inquires
  • Manages the agency's benefits - initial enrollment, open enrollment, qualified life changes
  • Manages leaves of annual absence, leave tracking, leave without pay (LWOP), reviews FMLA requests and certification forms, donated annual leave, worker's compensation, works within the collaborative process under the ADA, benefits billing related to leaves; prepare related documentation and communication for HR Manager review and signature
  • Reviews disciplinary action requests and documentation; researches employee relations file to determine any prior disciplinary action and recommends level of discipline; prepares disciplinary action letters, memos, and performance improvement plans for HR manager review and approval; provides guidance to employees and supervisors regarding performance and other issues
  • Attends meetings and trainings relevant to area of assignment
  • May serve as a back-up to other HR staff in classification, compensation, recruitment, and selection
  • Travels on State business

Selective Preference(s):

One year of experience in HR; or any combination of work experience/education that meet the knowledge, skills and abilities.

Pre-Employment Requirements:
  • This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.11)
  • Current Negative Tb skin test (Mantoux skin test) within the last 6 months or a written statement from a physician, physician’s assistant or a registered nurse practitioner indicating freedom from tuberculosis, if in the past has had a positive skin test or tuberculosis
  • Must be able to obtain and retain a valid AZ DPS Fingerprint Clearance Card.
