The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Human Services Unit Supervisor – Eligibility. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Reviews AHCCCS and DDD policy and procedures to ensure compliance. Completes initial assessments to maintain timelines. Responsible for supervising and directing work of a unit of HSSs and support staff including all MAP activities. Provides leadership and guidance to all staff and providing technical assistance and training to filed Support Coordinators.
• Reviews and assigns eligibility referral requests received by telephone, walk in, on-line (Internet), etc. Works with families to complete and gather all necessary eligibility documentation. Communicates with providers and ensures all eligibility requirements are met.
• Attends meetings to provide education and training regarding DDD’s eligibility criteria. Communicates with AHCCCS to ensure Medicaid requirements for eligibility are met.
• Provides ongoing technical assistance to the community and Support Coordination. Interprets policies and procedures. Provides direct support and technical assistance to members/families, and Support Coordinators as needed.
• Ensures eligibility staff maintain and update their case assignments to ensure information is accurate and accessible to the Unit Supervisor.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Principles of Supervision and Coaching, conflict resolution, community resources. ACOM Manual, AMPM Manual.
• Basic principles and practices of Case Management, person centered planning and support.
• Arizona’s Medicaid plan (1115 Wavier), DDD Eligibility Criteria.
• Google Platforms, Article 21-557-557 and the provision of services to members with disabilities in Arizona.
• Health Insurance Portability and Accountability Act (HIPAA).

Skills In:
• Applying federal laws, state statues, and agency policies and procedures.
• Recognizing basic human rights and the care and assistance needs of individuals with developmental disabilities.
• Oral and written communication, organization.
• Interpersonal relations as applied to contacts with members and representatives of other governmental and community organizations, and the public.
• Conflict resolution and documentation.

Ability to:
• Adapt and be sensitive to a variety of diverse cultures, and to maintain and display a professional demeanor.
• Establish professional partnerships, develop and maintain provider file documentation.
• Work effectively with a wide range of personalities and team members, facilitate meetings
• Research concerns, communicate with other professionals and remain flexible as priorities change.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelor of Arts or Bachelor of Science in Social Science, Health Education, Education, Psychology, BSW, Health Sciences, Early Childhood Education OR closely related field AND Two (2) years professional experience with Developmental Disabilities OR
• Four (4) years professional case management/social work experience including two (2) years with developmental disabilities OR
• One (1) year as Human service Specialist 3 OR Two (2) years as Human Specialist 2.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
