Job Summary:

This position will serve as technical, logistical, and informational support for the Field Services (FS) Section to be assigned under the Hydrogeologist Manager. Responsible for the quality assurance, control, and upgrades relating to the Department's Groundwater Site Inventory (GWSI) Oracle Database and developing GWSI policy and documentation.

Lead responsibility with all ArcGIS Field Services projects, analysis, and other technical applications related to daily data collection activities. Serves as a primary author of hydrologic reports, maps, and special data requests for management and general public. Assist Field Services with documentation upkeep, cleanup, and adhering to records retention schedules. Document and maintain user guides, standard operating procedures, policies, public outreach documents, and project summary documents. Responsible for maintaining and updating Field Service Section web pages and dashboards.


Responsible for responding to Public Records Requests related to well and GWSI data. Position also serves as liaison between Field Services and other units including, but not limited to, ITD-GIS and Data Governance. This position will oversee additional hydrogeologist staff.

The person in this position will occasionally conduct field work for site quality assurance, control, and review.

A hybrid work schedule (some work in the office and some work from home) is available for this position.

Job Duties:

This position is responsible for:

  • Assisting Field Services Managers/Supervisors and Chief Hydrologist with the quality assurance and control of all data within the Groundwater Site Inventory (GWSI) Oracle database. This includes correlating data contained within fields, identifying errors, determining inconsistencies, and assisting implementation of database field controls.
  • Developing, with input from Section Managers/Supervisors, all ArcGIS Field Services Section projects and analysis. Projects include compiling data for hydrologic reports, drafting maps, drafting summary reports, and other hydrologic spatial analysis tasks.
  • Compiling and analyzing hydrologic data from a variety of sources and databases, including field measurements, calculations, and observations and evaluation of historical records, maps, aerial photographs, and remotely sensed data output. Assist with compiling well logs from numerous data sources, data entry into the LOGS database, and draft well log schematics and stratigraphic diagrams using RockWare software.
  • Performing tasks in support of other Section activities, such as: maintain and update Field Service Section web pages and dashboards, and assist with matching well registrations and logs from Wells55, Wells35, and other well information sources to GWSI site IDs.
  • Documenting and maintaining records retention, for both physical and digital files. Ensure quality assurance and control adherence in unit’s documentation and files. Assist in the development and maintenance of GWSI and monitoring site files, along with the maintenance of owner well contact and well site information in Section’s files.
  • Serve as subject matter expert and point of contact on long-term and agency-wide projects. Project examples include: maintenance and further development of the Third Party Water Level Portal, integration and implementation of SalesForce software, National Groundwater Monitoring Network, digitization of field processes, and others.
  • Conduct field inspections of index books and other GWSI well sites for adherence to Section Standard Operating Procedures and quality assurance of data collected and reported by field staff. Assist with optimizing ADWR's hydrologic-groundwater monitoring network and index line.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The occurrence, behavior, and nature of groundwater resources combined with skill in the collection, analysis, and interpretation of hydrologic and geologic data, groundwater flow equations, standards, techniques for solving groundwater problems
  • Knowledge of hydrologic principles including Arizona hydrology Information sources and research methods and techniques utilized in water resources management Principles of geology, physical geography, hydrology, and/or hydrogeology
  • Computer applications and equipment, including Excel, Word, Access, Oracle, Grapher, ArcGIS Pro and current
    GIS concepts as used in water resource management.
  • Techniques for measuring, sampling, or investigating groundwater; the behavior and occurrence of water in nature;how monitoring and sampling programs work

Skills in:

  • Establishing and maintaining effective working relationships
  • Researching, reading, analyzing and evaluating documents
  • Conducting field investigations, working outdoors and collecting a variety of water- related data using GPS systems
    and other equipment such as flow meters, water level recorders, etc.
  • Preparing maps and drawings based on field data, aerial photography analysis, land survey, etc.
  • Organizing technical studies and drafting technical reports
  • Gathering field data using surveying techniques and GPS technology and software applications for field use

Ability to:

  • Use computers to retrieve, organize, and present water resource management data
  • Conduct fieldwork in an outdoor setting often requiring walking/hiking through remote areas, occasionally during semi-extreme environmental conditions
  • Apply techniques to study water resource management issues impacting the State of Arizona
  • Analyze groundwater problems with standard techniques
  • Effectively communicate technical information to the public, departmental management, and staff
  • Work collaboratively as well as independently
  • Establish and maintain effective working relationships with agency staff, governmental officials, the regulated community, consultants, and the general public
  • Identify opportunities for use of solutions to improve efficiency and reduce waste
Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. 

Pre-Employment Requirements:

Bachelor's degree from an accredited institution in hydrology, civil engineering, geology, watershed management or a related field, plus five (5) years of related experience, or Master's degree and three(3) years of related experience, or PhD and one (1) year of related experience.

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%
