Supervise and direct the activities of a team of surveyors who conduct licensure surveys and complaint investigations. Develop Staff member goals and assess performance, mentor new staff, and coach Individual team members as needed. Review reports (Statement of deficiencies) and recommendations developed by staff to ensure content is complete, accurate, consistent, and within established timelines. Supervise and accompany surveyors on inspections of considerable difficulty for healthcare facilities including state & federally funded programs. Conduct, supervise & accompany surveyors on Investigations of considerable difficulty regarding all complaints of rule or statute violations, including physical, sexual, and emotional abuse of consumers, clients, residents and/or patients in healthcare facilities conducting joint investigations with local law enforcement agencies and Adult Protective Services as necessary and conducting investigations of individuals or facilities providing unlicensed care. Provides training and technical assistance to facility owners, directors, administrators, managers, providers and/or staff. Work as a team member with the quality management system to monitor and improve work processes. Evaluate survey findings for enforcement action based on the enforcement policy and procedure perform Informal dispute resolution reviews and participate in legal hearings.
Review individual, or coordinate the final review of the team's findings and documents, and the preparation of state licensing and Medicare/Medicaid certifications. Ensure all forms and documents are accurately completed within the required time frames and that the findings are enforceable.
Recommend for or against Medicare and Medicaid certification and state licensure. Compose statements of deficiencies, cease and desist orders, stipulations, and other types of legal orders.
Supervises and directs a group or team of surveyors who conduct inspections and/or evaluations of healthcare facilities.
Serve as a resource for providers, public, other governmental agencies, ombudsmen, and health care professionals regarding Medicare/Medicaid certification and/or state licensure. Accurately and timely reviews staff Time and Effort Reports to ensure appropriate allotment of federal budget monies for the HCFA.
Testifies at administrative and judicial hearings as necessary. Composes information to be used for medical relations for complex complaint investigations and surveys. Participates in performance Improvement committees and work groups. Attend meetings, and participate in in-service training and continuing education programs.
Tour and inspect facilities to verify that adequate records are maintained and that the health, welfare, and safety of clients are being maintained; evaluate and determine compliance with state licensing & Medicare certification stands. Conducts complex/high-profile complaint investigations & surveys. Confers with and advises administrators and staff of facilities regarding areas not in compliance with state standards; conducts entrance and exit conferences with administrators and staff of facilities. Other duties as assigned as related to the position.
Knowledge of:
- Arizona Revised Statutes and Administrative Rules.
- Inspection and investigation methods, caseload management, policies and procedures
applicable to state licensure and/or state certification, and operational policies and procedures.
- Basic knowledge of the Americans with Disabilities Act as it relates to healthcare facilities.
- State and local standards for fire protection, sanitation, zoning, and occupancy standards.
- Nutrition, sanitation, dispensing of medications, disease control, restraints both physical and psychotropic, and other life-sustaining standards.
- Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
Skill in:
- Oral and written communication and documentation, including the ability to receive detailed information through oral communication.
- Analyzing and evaluating a wide variety of administrative and program records to ensure compliance with applicable state statutes and rules during inspections and complaint investigations.
- Observation and evaluation of signs of neglect or violation of standards with regards
to consumers, clients, residents and/or patients, facilities, and providers, including serious and immediate decision-making for life-threatening situations during inspections and complaint investigations.
- Problem-solving, including identification, evaluation, action initiation, follow-up, and evaluation.
- Writing legal documents for enforcement actions and internal dispute resolutions.
Ability to:
- Work effectively within a team environment or independently.
- Travel with overnight trips required.

Bachelor's degree in Nursing, Health Services Admin., Public Health Sanitation, Registered Dietitian, or related field and 3 years of professional experience in health care or health-related field to include 2 years of professional level experience in one or more of the types of health care facilities, preferably those being regulated. Registered Nurse Preferred.
