The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Network Development and Recruitment Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Oversee and coordinate statewide development and recruitment activities, gather info necessary to assist the existing and potential/qualified vendors(QV). Develop systems and/or processes to ensure efficient allocation of resources and services within the budget allocation. Design, develop, recruit and implement services to meet the needs of members, including requisite policy, procedure in a managed care environment.
• Ensure Network staff has updated information regarding Division policy and contractual requirements for all purchased services and that QVs understand these requirements. Assigned AHCCCS/ALTCS contractual deliverables and those assigned to subordinates as applicable tracking assignments, using data to track/analyze progress and assess the quality of assigned deliverables/services.
• Meet with providers, advocacy groups, and qualified vendors/providers to develop collaborative relationships to broaden understanding of the contract system. • Responsible to identify network recruitment and development initiatives, marketing strategies, and identify opportunities for process improvement. Supervise subordinate staff. Lead, hire, train, mentor, coach, and evaluate staff to implement the priorities of the Division. Assign work tasks.
• Establish a State-wide recruitment plan for current state and anticipated growth in population and identify provider/vendors based on existing and anticipated consumer population and services needs on a aggregate basis. Develop systems and/or processes for programs and services to comply with Federal and State regulations/requirements.
• Manage the direct supervision of the Network Development and Recruitment supervisor and other direct and indirect reports. The position is required to implement the concepts of the Arizona Management System (AMS). Develop, implement and analyze development and recruitment metrics to ensure data to inform network sufficiency.
• Develop systems and/or processes to ensure oversight of provider recruitment and adherence to applicable rules; Develop systems and/or processes for monitoring of service providers as required by rule, policy, contract, and/or statute; Provide technical assistance to provider organizations and individual, independent providers; Ensures accuracy, timely compliance; Develop strong relationships with existing and potential providers/QVs by providing consistent and accurate communication including internal and external customers. Conduct QVs orientations to address contract requirements. Collaborates cross-functionally on system changes, complex issues and continuous improvement strategies to ensure providers issues are resolved.
Knowledge in:
• Federal Title XIX Medicaid regulations; AHCCCS/ALTCS/ MCO rules and policies pertaining to the use of Title XIX funds for purchasing services; DDD Policy and Procedures.
• State licensure and certification requirements for all purchased and state operated services; State procurement code and contract requirements, as well as Division specific service specifications; Learning theory and developmental models.
• Planning, training, and program design for individuals with developmental disabilities and organizational designs which facilitate effective services; community resources and general service availability and systems; Quality Enhancement and Quality Safeguards procedures for federal and state programs.
• Overall state system and various components affecting/constraining the purchase of services, including the Division’s information system for authorization, payment and statistical tracking.
• Budgeting, budget forecast, cost-effectiveness analysis, and procedures for assuring fiscal responsibility; Program evaluation strategies and basic measurement and data analysis.
Skills In:
• Administrative leadership, advanced problem solving, management, training, development, and organizing professional staff; have above average computer skills Identifying and interpreting applicable federal and state law, rules and regulations.
• Developing and monitoring services contracts; program service delivery and design.
• Budget development, forecasting, and fiscal management; developing and interpreting statistical and financial reports.
• Written, oral communication and in interpreting complex systems to staff and other; evaluating the work products of staff.
• Developing positive collaborative relationships with upper-level administrative staff from state, federal and local agencies and departments and with provider agency representatives, advocacy groups and families.
Ability to:
• Plan, initiate, administer, monitor and evaluate treatment and training programs; coordinate and administer a network of home and community-based services to persons with developmental disabilities through subordinate managers.
• Analyze complex situations accurately and quickly and to adopt an effective course of action; operate Google Application, Microsoft; speak and write clearly and effectively; travel statewide
• Establish and maintain effective working relationships/communication with diverse individuals and community groups, such as members, parents/families, professionals, elected officials, media, and the general public; manage a complex array of projects with rapidly shifting priorities and timelines.
• Consistently exhibit above average skills in reading, comprehension, calculation, negotiation, delegation, policy formulation, and leadership.
The ideal candidate for this position will have:
• A bachelor’s degree in social work, education, psychology or related field. Have at least five (5) years of experience providing services and supports to individuals with developmental disabilities and at least one (1) years of direct supervisory experience. Two (2) years of experience working with contracts and qualified vendors/providers.
• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
