This position will work with internal and external partners through the Overdose Data To Action (OD2A) and State Opioid Response (SOR). The Health Program Manager III is responsible for planning, directing, implementing, and evaluating all aspects of the State Opioid Response (SOR) program and also supports the OD2A program by coordinating the OD2A Linkages to Care work group. The Program Manager will manage all SOR contracts and budgets, coordinate the work of the University of Arizona MAT Mentors and OAR Line contractors, and prepare and submit monthly SOR progress reports to AHCCCS. The Program Manager is responsible for fulfilling all ADHS Naloxone orders, including monitoring the azopioid@azdhs.gov email for Naloxone orders, Prescribing Guideline Orders and any inquiries related to opioid or substance abuse; working with the state contracted vendor and MMCAP to register law enforcement agencies, county health departments, and coalitions to receive Naloxone; and ensuring that Naloxone orders are filled and tracked as required by rules and regulations. The Program Manager interprets rules and regulations related to Naloxone distribution, prepares and implements operating procedures in accordance with program rules and regulations, provides technical assistance to agencies and programs distributing Naloxone, and monitors program performance to ensure conformance with rules and regulations.
The position requires performing work at/attending meetings at alternate locations and/or traveling when necessary.
Manages all aspects of ADHS distribution of Naloxone and other opioid prevention program materials from monitoring email orders, vendor account creation, and training for recipients while staying within program budgets and regulations.
Prepares, negotiates, administers, and monitors SOR contracts and associated budgets and provides oversight of contractors to ensure completion of all deliverables.
Coordinates the OD2A Linkages to Care work group and collaborates with the OD2A Program Manager and Office Chief, Injury and Violence Prevention to ensure SOR and OD2A program activities are complementary and without redundancies.
Provides technical assistance and oversees and conducts training courses for the Naloxone Community /Law Enforcement Partners and other Statewide Partners.
Liaison to the contracted distributor of Naloxone and other opioid prevention program materials, AHCCCS and MMCAP representatives, and other internal and external partners.
Develops and presents weekly, monthly, and annual programmatic reports.
Team lead for staff assigned to assist with the completion of Naloxone order and distribution activities.

Bachelor's degree in a health-related field and 4 years of work experience in a related. A Master's degree in public health may substitute for 2 years of experience.
