Salary: $60,000-$64,000

Job Summary:

Under the supervision of the Performance Based Contract Administrator (PBCA) Program Manager, this position ensures that monthly Housing Assistance Payments (HAP) and Administrative Fee Payments (AFP) for ADOH's PBCA and Section 811 Project Rental Assistance (PRA) contracts are processed.

Job Duties:

The Subsidy Coordinator supports team members of the Arizona Department of Housing (ADOH) with completion of their duties in a U.S. Department of Housing and Urban Development (HUD) and ADOH compliant manner. This position, with very limited oversight, ensures that monthly Housing Assistance Payments (HAP) and Administrative Fee Payments (AFP) for ADOH's PBCA and Section 811 Project Rental Assistance (PRA) contracts are paid timely, accurate, and within very stringent contractual requirements. This position's primary duties are to ensure that HAP Payments, transmissions to and from Tenant Rental Assistance Certification System (TRACS), adjustment documentation, reconciliations, and databases are maintained ensuring timely payments to owners that are in compliance with HUD, Annual Contributions Contract (ACC), and Section 8 Contract Administration Policies and Procedures Guidebook.

This position has an integral role in ensuring that Arizona Management System (AMS) principles throughout the Section 8/Compliance Division are facilitated with timeliness and accuracy as well. This position uses several HUD and ADOH specific software systems to review, audit, and require updates/corrections to owner/agent data for over 8,000 Units and over $6M per month in HAP and AFP payments. This position is the first-line contact for owner/agents who have questions regarding these submissions and payments. This position is responsible for communication and corrective action coordination with owner/agents, and partner agencies as applicable. Minimal in-state and out-of-state travel. Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Candidates must possess sufficient education or job related experience demonstrating an ability to perform the duties of the position. Highest qualified candidates will have experience in or knowledge of requirements of Section 8 Project Based Rental Assistance, HUD Secure Systems (e.g. TRACS, eLOCCS, IMAX), HUD-subsidized rent calculations/training, other public subsidies, and/or have prior property management or monitoring experience, and hold (preferred) certificates of training in these areas. Candidate must be very detail oriented, organized, and demonstrate an ability to communicate effectively both verbally and through written means. Must have the ability to research, interpret, retain, and convey Federal and State regulations and possess the ability to work amicably with other professionals in the role of providing this service for a State agency. Valid Arizona Driver License and acceptable driving record required.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
