This position is open to AHCCCS Employees only.
This position is in the Division of Managed Care within the Policy and Contract Unit. It is responsible for the oversight as well as project coordination related to policy development and research including administrative rules, federal and state regulations, and contracts to ensure compliance of policies found in the AHCCCS Contractor Policy Manual (ACOM) and the AHCCCS Medical Policy Manual (AMPM). This position will oversee staff responsible for the project coordination, document control, development, maintenance, communication processes, and is responsible for facilitating the AHCCCS Policy Committee (APC) meetings.
Major duties and responsibilities include but are not limited to:
• Manage and direct subordinate staff regarding work assignments, setting priorities, hiring, discipline, approving leave requests, and preparing evaluations. Oversight and monitoring of Policy Analysts to ensure that they are researching, drafting, and implementing policies that align with Agency, Federal, State, and Unit requirements.
• Ensuring compliance, efficiency, and alignment with both Agency and Contract and Policy Unit expectations, including all formatting of documents.
• Review and approve all documents prior to them posting/publishing to the desired platform. Maintain records and oversight of policies and tracking metrics.
• Educate and provide training for both Contract and Policy Unit staff and Agency staff on the policy processes and requirements to ensure policy efficiency.
• Meet regularly with staff to address any barriers. Consult with and advise appropriate management level staff regarding key policy decisions, time-sensitive special projects and prepare materials under the direction of management. Participating in and projects manage policy initiatives and projects.
Knowledge:
• Requires extensive knowledge of public health system requirements including Medicaid Federal law, Arizona Revised Statute, Arizona Administrative Rules, and AHCCCS policies and contracts
• Must possess a thorough understanding of policies across multiple functional areas of the agency, including clinical, quality management, claims and encounters. Grievance and appeals, and finance
Skills:
• Must possess technical writing and editing skills, project coordination skills and techniques, and the ability to synthesize and consolidate technical information
• Requires organizational skills to manage multiple projects simultaneously
• Prioritize projects and make deadlines
• Must possess oral presentation skills, interviewing skills and research skills
Abilities:
• Requires ability to manage professional and technical staff
• Must have the ability to interact with internal and external stakeholders effectively to obtain pertinent information for decision making and to communicate policy directives
Minimum:
• Requires possession or an ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (See Arizona Administrative Code R2 10- 207.12).
• Bachelor's level degree and experience or education related to behavioral health and/or physical health care, public policy and technical writing.
Preferred:
• Work experience within health care, the public behavioral health system. a health plan, or behavioral health managed care Organizations.
• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
