Job Summary:

Ensure the effective, efficient, economical, ethical, and legal procurement/contract management for a procurement team. Provide direction and focus within ADOT Procurement in the pursuit of a mission based upon excellence in customer service. Establish sound professional relationships with customer divisions personally and by assigning procurement professionals to support the various divisions of the agency.

This position may be available for remote work within Arizona (One (1) days per week in the office/hoteling).

Job Duties:

Manage, supervise, train, delegate, monitor, and evaluate the work of subordinate procurement professionals assuring customer needs are met. Mentor team members and provide direction to ensure timely resolution of problems and questions presented.

Ensure customer needs are met. Provide courteous, responsive assistance to customers. Recognize issues and identify actions to address them with the applicable statutes and rules. May act as ADOT Procurement liaison to individuals or groups on specific issues.

Ensure timely processing of procurement activities. Oversight of solicitation process for highly complex/technical goods and services. Responsible for reviewing subordinates' market analyses, negotiation plans, solicitation awards, protest responses and agency reports prior to finalization. Review limited competition procurements.

Effectively and efficiently administer resultant contracts in accordance with contractual provisions including timely contract extensions or re-bids. Analyze incoming requests, authorize and effectuate applicable contract amendments/change orders.

Apprise Deputy Chief Procurement Officer and other interested parties on work performed and future work anticipated; on protests/claims or other Procurement related concerns.

Attend and participate in professional training and meetings. May provide procurement training to internal customers. May act in the absence of the Deputy Chief Procurement Officer. Maintain records in accordance with rules, statutes, executive orders, and unit performance measurements. Participate in AMS activities.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Arizona Procurement Code, Commodity Codes, Federal Antitrust Laws, and Federal Acquisition Regulations as well as knowledge of the ADOT and State procurement process.
* ADOT organizational structure and various ADOT and State policies and procedures.
* Working knowledge of procurement and accounting software as well as word processing, spreadsheet, and database applications.

Skill:

* Leadership skills to guide, motivate, and direct team members. Interpersonal skills to develop trust, rapport, and mutual respect amongst team members.
* Project Management, negotiation, dispute mediation and facilitation skills.
* Analytical skills to effectively research, evaluate and extract data from a variety of sources.
* Interpretation of laws, rules, and regulations pertaining to the lawful procurement of goods and services.

* Interpret and apply laws, rules and regulations governing the procurement process.
* Plan, organize, coordinate and prioritize activities effectively to best meet department needs.
* Do complex analytical and managerial work as well as supervise, speak and write effectively.
* Negotiate, problem solve and maintain confidentiality of purchasing and procurement details.
* Make decisions and resolve issues.
* Ability to coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s):

Certified Professional Public Buyer; Certified Public Purchasing Officer; or other public procurement certification.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
