Job Summary:

The Arizona Department of Administration (ADOA) State Procurement Office (SPO) is seeking a dedicated Procurement Manager to join our Physical Commodities Contracting team. As the central procurement authority for the State of Arizona, SPO oversees contracting and purchasing activities across the state. In this role, you will develop and implement sourcing solicitations aligned with SPO strategies, focusing on procuring physical commodities for multiple Arizona State agencies.

The Procurement Analyst will manage strategic contracts, each averaging over $5 million annually, serving approximately 120 state agencies, boards, and commissions, as well as over 550 Arizona cooperative members. Commodities may include office furniture, office supplies, medical supplies, and MRO supplies, among others.

Job Duties:
  • Develops specific sourcing strategies along with internal stakeholders
  • Develops and maintains reports on, and provides recommendations regarding industry and market trends
  • Develops technical data, statements of work, delivery schedules, milestone payments, terms and conditions, offset requirements, and other contractual elements into cohesive proposals
  • Develops communications with internal customers to ensure supply contracts support business strategies
  • Develops contractual terms and conditions
  • Oversees bid proposals and actively negotiates contractual agreements with suppliers
  • Prepares award documents for signature
  • Conducts post award and contract administration activities such as post-award meetings, renewing/ extending contracts, requesting and reviewing certificates of insurance, and resolving contractual issues
  • Conducts research and analysis to prepare written determinations and justifications to comply with the Arizona Procurement Code
  • Interprets the procurement code, statutes, and agency policy and procedures
  • Confers with other ADOA divisions
  • Conducts expenditure analyses, requirements assessments, and business case development
  • Works with subject matter experts to gather and assess business requirements
  • Makes recommendations to internal stakeholders based on analysis conducted, with attention to the financial and business risk of each proposal
  • Serves as primary point of contact between the State and vendors for contractual matters on assigned contracts and projects
  • Establishes and manages professional relationships with vendors and internal stakeholders
  • Conducts supplier performance monitoring/reporting
  • Works with internal stakeholders and customers to develop, monitor, report and hold suppliers accountable for performance measures
  • Ensures appropriate reviews are conducted and reported in accordance with contractual agreements
  • Reads and studies bulletins, articles, and other literature
  • Attends professional development events to gain current industry best practices
  • Attends and presents at agency and cooperative organizational meetings, as needed
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes and rules related to government procurement activities and contract administration

Selective Preference(s):
  • A Bachelor's Degree in business, public administration, accounting, finance, purchasing and 5 years of professional procurement experience negotiating contracts
  • A certification in public procurement CPPB, CPPO, NIGP-CPP or Supply Chain CPSM or CPM or similar certifications
Pre-Employment Requirements:
  • Background and reference check, including a criminal records verification
  • Valid Arizona driver's license
