Job Summary:

The Program Specialist leads the continuing education, modernization, and improved efficiency efforts of the Claims Division. Their primary responsibility is managing the Out-of-State Adjuster program (Rule 20-5-130) to authorize adjusters located out of state to handle Arizona Workers' Compensation Claims and data driven carrier outreach programs. The Program Specialist is responsible for planning, overseeing and leading projects from ideation through to completion focused on improving industry compliance and improve internal training. The position will report to the Award section and main duties will be assigned to that team. However, the position will be cross divisional, meaning that it will work with Compliance, Insurance and Administration teams in varying degrees as the need arises

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
● Program Management
   o Develop, implement and manage the organizations carrier out of out-of-state adjuster and carrier outreach training programs.
   o Conducts online and in person training presentations to stakeholders.
   o Writes procedures and processes (Standard Work)
● Data Analysis
   o Analyze and report on workers' compensation data to identify opportunities for improvement of internal processes and strategize external outreach efforts.
   o Modernize compliance programs by gathering information, identifying trends, making recommendations, and implementing ideas for improvement to increase quality and compliance with existing Arizona W/C laws, rules, and statutes.
   o Conduct audits to proactively identify internal and external compliance issues.
● Annual Claims Seminar
   o Manages the operation side of the Annual Claims Seminar including, but not limited to: working with outside event planner and Eventbrite; handle day to day public inquiries regarding registration; work with the Management Information Systems (MIS) staff to prepare for seminar website updates; coordinate instructor/speakers; and on the day of the seminar act as lead by directing staff to ensure a successful event.

Selective Preference(s):

The ideal candidate for this position will have:
Bachelors in Business Administration or Public Administration. Equivalent work experience in Arizona Workers Compensation, training, and program/project development can be substituted.

Pre-Employment Requirements:

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

You will be eligible to participate in the state employee health/disability insurance plan, and you are required to participate in the Arizona State Retirement System (ASRS). ASRS participation may begin immediately or upon your 27th week of employment. Contributions are matched by the employer.
