This position is responsible for overseeing the timely and accurate capture, management, statistical analysis, and reporting of the large amounts of complex data generated by the Office of New Born Screening (ONBS). The position will provide substantial input into the development and/or disposition of appropriate data management. This position will develop and maintain SQL queries to monitor testing performance and various continuous quality improvement metrics for the ONBS. This position will develop and maintain the ONBS's dashboard. This position will perform cutoff analysis for several conditions screened by the program to prevent false negatives and reduce false positives. This position will serve as a subject matter expert technical resource for all data-related issues.
Develop, implement, evaluate, and document data analysis methodologies, workflows, and processes for the Office of Newborn Screening. This includes but is not limited to developing new queries and dashboards and writing statistical analysis for cutoff review.
Run SQL queries to monitor testing performance and various continuous quality improvement metrics.
Perform cutoff analysis.
Coordinate database system upgrades and other modifications between direct reports, other program staff, IT, and product vendors.
Collaborate with various projects with internal and external partners
Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, providing training, approving leave requests, and preparing evaluations).
Assist laboratory operation as needed.
Other duties as assigned as related to the position.
Knowledge of:
- Newborn Screening laboratory including but not limited to testing and case-coordinating
- Conditions on the HRSA Recommended Universal Screening Panel. The cause of these conditions, their effects, and their laboratory evaluation.
- Data evaluation, data analysis, and statistical analysis.
- Bioinformatic computer languages such as R, Python, and Linux.
- Data queries and relational databases (e.g. SQL).
- Data visualization such as Power BI.
- Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
- Staff supervision and workload planning.
Skill in:
- Project management.
- Spreadsheet analysis (Excel, Google Sheet).
- Bioinformatic pipeline repository (i.e. Github).
- Scripting of automated workflow.
- Newborn Screening Testing including but not limited to hematology, chemistry, and molecular
- Writing and presenting complex statistical findings.
- Leadership, supervision, and effective work relationships.
- Interpersonal skills in dealing with a wide variety of persons and organizations.
Ability to:

Bachelor's degree in life sciences with 3+ years of combined experience in statistics, data management, clinical molecular biology, and chemistry. A master's degree in either data science or life sciences will substitute for one year of work experience.
