Job Summary:

The primary responsibility of this position is developing Department Rules. This includes researching, reviewing, analyzing and writing  Department policies and procedures. This position also Represents the Department at the Governor's Regulatory Review Council and at public hearings. 

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Drafts and facilitates the implementation of DCS rules in compliance with the Administrative Procedures Act and the Department's policies and procedures, including representing the Department at the Governor's Regulatory Review Council and at public hearings on proposed rule making.
  • Prepares agency reports and documents, including those required by the Administrative Procedures Act such as five-year-review reports and Department certifications.
  • Provides technical assistance to DCS staff regarding the rule making process and Department policies and procedures, including facilitating internal work groups.
  • Researches and analyzes current and pending legislation and other authoritative sources that may impact the development of Department Rules, policies and procedures.
  • Conducts public meetings and engages with external partners and stakeholders on Department rule making activities.
  • Other duties as assigned as related to the position.

  • The rule making process, including requirements of the Administrative Procedures Act

Selective Preference(s):

Bachelor's degree in a field that requires strong writing and research skills (e.g. pre-law, business, political science, etc.). Two years of experience in the field of law, government, policy, and/or regulatory issues. Training and/or experience in the rule making process, specifically the requirements of the Administrative Procedures Act. One year experience in child welfare and/or human services.

Pre-Employment Requirements:

The ability to secure and maintain clearance from the DCS Central Registry.

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
