The Rules and Policy Administrator is responsible for rule and policy administration including drafting review reports, rules, policies, economic impact statements, supporting documentation required by Governor's Regulatory Review Council (GRRC) and Commission. This position will coordinate public processes related to rule-making, collates and drafts responses to public comments/questions regarding rules. It will also serve as the agency point of contact with GRRC and Secretary of State's office to ensure rulemakings are approved; point of contact with the Department of Administration to coordinate applicable policy review and adoption; and Acting Compliance and Strategies Chief as needed.
-Administer and ensure chartered team completion of all agency rulemaking packages, rule review reports, and related reports and documents.
-Coach and mentor team leads and team members.
-Provide technical assistance and expertise; which includes developing timelines for project objective(s), extensive research and/or comparative analyses, determining implementation needs, and providing legislative impact analysis to agency programs or activities.
-Work to create and modify rule structures and policies resulting from signed legislation and Commission direction.
-Conduct archival and recordkeeping.
-Attend meetings with agency managers and officials, including the Governor's office, Commission, and GRRC, to serve as the Department rules and policy subject matter expert.
-Maintain Agency Designated Contacts Listing; Notice of Agency Ombudsman, Notices of Public Information, Public Outreach, Regulatory Agenda, Substantive Policy Statements, and Emergency, Exempt, Expedited, Regular, and Supplemental Rulemaking packages that adhere to standards outlined by the Administrative Procedure Act, Arizona Revised Statutes, Title 41, the Governor's Office, GRRC, and SOS.
-Serve as agency liaison to the Governor's Office, GRRC, and SOS.
-Respond to public comments or inquiries, and maintain all rule-related records.
-Maintain the Arizona Game and Fish Commission Laws and Rules Book.
-Maintain the DOM (Department Operations Manual).
-Conduct research, drafts policy language for consideration, provides technical guidance and support, maintains and updates on-line resources.
-Ensure all policies are reviewed at least once every five years.
-Develops and maintains petition forms and templates.
-Performs other duties as assigned
The candidate will have knowledge of applicable laws, rules, regulations, and policies to include A.R.S. §§ Title 41 Chapter 6, Title 17, and Title 3 Chapter 5; 12 A.A.C. Ch 4; ADOA SAAM, policies and procedure administration; research methods including legal research and interview techniques. The candidate will also have knowledge of state government structure; economic theory; rule and policy administration, including rule structure and writing; computer software applications to draft technical documents; project management; team management; document management; recordkeeping and archival. The candidate will be skilled in organizing and maintaining large and/or complex sets of records; analyzing and collating large sets of information/data; summarizing and communicating complex information/concepts; crafting policies and rule packages; writing rules, policies and procedures. The candidate will have the ability to understand and work within policy procedures; apply economic theory and determine implications of policy decisions; navigate the complexities of governmental structures and craft policies that are both effective and sustainable; evaluate, summarize complex information and datasets; provide clear and concise briefings of rule and policy process status and recommendations; communicate effectively across multiple audiences; develop and provide presentations to a broad range of audiences; public speaking; conflict resolution; maintain an awareness of executive leadership intent and monitor team progress.
The preferred candidate will have two years of experience as a Rule Writer or Rules Analyst for an Arizona State Agency.
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
