Job Summary:

• The Budget Analyst position supports the collection, analysis, and reporting of school district and charter expenditure budgets and financial reports; ensures that budgets and financial reports are accurate, and that Local Education Agencies receive the appropriate budget capacity.
• Rare in-state travel may be required for this position.

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

• Assist school districts and charter schools in the development of their annual budgets, annual financial forms, budget limits, and corrections to current and prior year budgets
• Prepare the Superintendent's Annual Financial Report (SAFR) submission
• Prepare the Local Education Agency Finance Survey (F-33) submission
• Prepare the National Public Education Financial Data Survey (NPEFS) submission
• Prepare the School Level Finance Survey (SLFS) submission
• Prepare other internal data requests and external regular reporting, such as the Teacher Salary Report and Over Expenditure Report
• In conjunction with the Auditor General, create/update school district and charter school budget worksheets and forms, expenditure reports (and applicable instructions), and Uniform System of Financial Records (USFR) and Uniform System of Financial Records for Charter Schools (USFRCS)
• Provide technical assistance (oral and written) to all levels of government and districts/charters, including participating in presentations and trainings
• Development and testing budget tools as it relates to budgets and annual financial reports
• Review new AZ legislation for potential implementation or potential problems
• Develop, edit, run, analyze, validate, and publish reports for school districts relating to their budget limits (Budg-25 and Budg-25 Letter), carry forward amounts (Budg-75 and Budg-75 Letter), and other annual required reporting, such as Truth in Taxation (TNT) and Aggregated Expenditure Report (AGD)

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Budgeting and financial reporting
• Statistical and general mathematical analysis procedures
• A bachelor’s degree in a field appropriate to the assignment, or equivalent experience to substitute for the degree, is required.

Skills in:
• Analytical skills and computer applications (initialize and develop information systems)
• Oral and written communication
• General computer software skills required (directories, Web browsers, spreadsheets, etc.).
• Ad hoc query analysis
• Intermediate to advanced level in computer software (SQL, Excel, and Word)

Ability to:
• Establish priorities and meet time-lines
• Strong analytical and comprehension ability
• Highly detail oriented
• Ability to explain complex and sometimes confusing statutes
• Write and interpret instructions for computer information systems
• Ability to complete research

Retirement:
