Job Summary:

IMPORTANT DEADLINES:

  • Written Exam to be taken online between: Monday, December 16, 2024 - Friday, January 10, 2025.

    • Note: Voluntary demotion applicants must have an approved voluntary demotion memo on file with CPR to be considered for a job offer.

SECTION 1 SPECIAL SELECTION FACTOR(S)-THE FOLLOWING IS REQUIRED-

CURRENT Arizona Department of Corrections, Rehabilitation and Reentry Employees:

  • Two years of experience as a Correctional Officer II in the Arizona Department of Corrections, Rehabilitation and Reentry
  • Or must have a Bachelor’s Degree or higher in Criminal Justice, Law Enforcement, Public Administration, Business Administration, Behavioral Health or Sociology.
    • NOTE: Those applicants with a qualifying degree will be exempt from the written exam. Transcripts need to be supplied to CPR by Friday, February 7, 2025.

ADDITIONAL REQUIREMENTS:

  • PERFORMANCE EVALUATION – Must receive a rating of meets expectations or better.
  • SUSPENSION – Suspension during one year prior to announcement, ineligible for one promotional cycle.
  • VOLUNTARY DEMOTIONS – Employees accepting a voluntary demotion shall be required to remain in the classification/position requested for a period of at least two years before being considered for appointment to any other position. Voluntary demotion applicants must have an approved voluntary demotion memo on file with CPR to be considered for a job offer. No job offers will be made without an approved voluntary demotion.
  • INVOLUNTARY DEMOTIONS – Any employee who has been demoted one level shall be ineligible to apply for a promotional opportunity for two years from the date of the demotion. If demoted more than one level, the employee shall be ineligible to apply for a promotional opportunity for three years from the date of the demotion. A demotion received after the promotional process has started and prior to promotion shall result in the permanent removal from that CPR. Once removed from a CPR for a demotion, the applicant shall not be eligible to compete for a Correctional Officer Series position until two or three years, depending on the number of levels demoted, after the date of the demotion. The first day served of the demotion shall be considered the effective date of the demotion.
    • NOTE: Current employees applying for this position must meet requirements of this posting.

Qualifications for NON Arizona Department of Corrections Applicants:

  • A Bachelor’s Degree or higher in Criminal Justice, Law Enforcement, Public Administration, Business Administration, Behavioral Health or Sociology.
  • Note: Those applicants with a qualifying degree will be exempt from the written exam. Transcripts need to be supplied to CPR by Friday, December 15, 2023.

 

SECTION 2 EVALUATION AND TESTING PROCESS-

Applicants will be evaluated on the basis of training and experience. Study references/resources are posted on the ADC Internet and Intranet websites. All relevant information is subject to verification. Please note the following: 

  • Each promotion or different position with the same employer must be listed separately on the resume and must include adequate work history identifying experience, duties, qualifications, selective requirements, and/or preferences must be reflected on the resume in order to receive applicable credit.
  • Applicants who meet the KSAs and selective preferences will be invited to the next step of the process. Applicants who achieve or exceed a passing score on the oral board interview will have their names placed on the Central Promotional Register after other promotional points are included, if any.
  • Rank on the register will be calculated by adding passing scores from the written exam, oral board interview, and other promotional points.
    • NOTE: Notification of eligibility to test will be e-mailed directly.

SECTION 3 OTHER PROMOTIONAL POINTS-

  • YEARS OF SERVICE IN QUALIFYING CLASS ABOVE THE 2YR MINIMUM (ADCRR staff): 1yr=10pts; 2yrs=20pts; 3yrs=30pts. Years of service will be based on clear dates of employment you provided on your resume and/or online application.
  • PASS PHYSICAL FITNESS TEST (VOLUNTARY/ADCRR staff): Maintain 50%=40pts. You must supply a copy of your voluntary physical fitness certificate.
  • DEGREES: AA=20pts; BA=30pts; MA=40pts. You must supply a copy of your transcript(s) for college degrees.

SECTION 4 REGISTER/JOB OFFERS-

  • The register developed from this recruitment will expire when a new external statewide register is developed. D.O. 504 specifies that a register shall be active for the period of time specified in the announcement or until it no longer satisfies recruitment needs, whichever occurs first. Registers may be extended when necessary. 
  • When job offers are extended, they are made to candidates in rank order and in consideration of the geographic preference.
    • To change geographic preference, please submit a revised form through your Personnel Liaison.
    • A candidate who declines any two promotional/job offers in the location(s) for which they have indicated their geographical preference(s), shall be placed at the end of the register.
    • If a candidate declines a third promotional/job offer their name will be permanently removed from the register. 
  • Employees who are offered a position and have been out of security positions for more than two years will be required to attend COTA training.

NOTE: If you are currently working outside of the correctional series you will have to undergo the correctional officer hire procedures. The procedures may include medical/physical, psychological evaluation, updated background investigation, and the completion of the Correctional Officer Training Academy.   

 

SECTION 5 EDUCATIONAL STIPEND-

Positions in this classification are eligible for an educational stipend: Associate’s Degree 2.5%; Bachelor's Degree: 5%; Master's Degree or above: 7.5%. If you have completed one of these degrees, submit the Education Supplement-Security form Education Supplement and documentation of your degree as noted on the form with your application. If eligible and appointed, the stipend amount will be effective the date of your appointment. Education requests submitted after the date of appointment are effective the beginning of the pay period they are received in personnel. This stipend is subject to available funding and may be cancelled at any time.

Job Duties:

SECTION 6 EXAMPLES OF DUTIES-

Works under general supervision from a Correctional Officer IV (CO IV) or Correctional Administrator. Serves as the Classifications Specialist for an adult/minor institution to include reception institutions; authority to make recommendation for prison placement after determining custody and internal risk factor of an Inmate. Schedule meeting with Inmates as needed; evaluate and recommend classification review; conclude and make recommendations on all Inmate’ classification and changes to ensure that Inmates’ rights of due process are protected. Coordinates recommends and facilitates recreation, self-improvement programs, correctional programs for Inmate care and rehabilitation; conducts reentry activities to transition Inmate from prison to community; reviews/provides recommendations on in-prison treatment programs, educational programs and parole programs. Documents Inmate-related issues, progress, history and maintains case log/Arizona Correctional Information System (ACIS) records; records; reviews and prepares Inmates’ work history summaries.

Individual positions may be responsible for some or all of the listed duties and/or other related duties. Perform operational caseload management to include: receives, compiles and summarizes into ACIS and other designated locations the Inmate’s criminal history, court documents and any relevant documentation; conducts interviews to review information received and collect additional information from the Inmate regarding current offense(s) behavior, placement restrictions/precautions Do Not House With (DNHW), Prison Rape Elimination Act (PREA), etc.; classification process and actions; reviews cases submitted to Central Classification to ensure necessary actions that have been completed and serves as point of contact and SME at institutional level for all “specialty” type of releases including Interstate Compact, Sex Offender, Direct Release Probation, Transition Program and Clemency Releases. Designated Interstate Compact Offender Tracking System (ICOT) used for each complex. For Interstate Compact and Sex Offender releases; CCL compiles documents from CO III’s, checks for accuracy, makes corrections, submits and tracks progress. Works with unit CO III’s regarding questions on the release process, contact point for family members inquiring about the status of transfer, etc. Performs related work as required.

WORK CONDITIONS: Shift work; extended sitting; extensive reading and writing. Some light lifting with occasional heavy demands. May be exposed to hazards associated with security and guidance of inmates.

Knowledge, Skills & Abilities (KSAs):

Knowledge of: principles and practices of social or correctional casework and facilitation. Principles and practices of classification, treatment, custody and parole. Principles and practices of interpersonal communication, dynamics of human behavior, crisis intervention and Inmate Classification System. Practices and methods of compiling and maintaining case histories, summaries and records. Practices and methods of security techniques and discipline systems and programs of an institution. Practices and methods of a variety of recreation/activities such as indoor and outdoor sports, games, arts and crafts, group social activities, and health and physical education. Federal, State and agency laws, rules, regulations, policies and procedures governing inmates.

Skill in/Ability to: methods and techniques of correctional casework, interpersonal relationships, rehabilitation and crisis intervention. Applying and coordinating procedures of classification within treatment, custodial and parole leave. Methods and techniques of security and discipline programs of an institution. Methods and practices of developing and implementing recreation/activities. Verbal and written communications as required by the work activities in a correctional institution. Applying the Federal, State and agency laws, rules, regulations, policies and procedures governing inmates. Providing guidance, direction and crisis intervention in a timely and productive manner; functioning as liaison in providing interactive services and assisting inmates with personal, educational and career goals; preparing and maintaining files and records in the prescribed manner; serving as a program coordinator of inmates; incentive and rehabilitation programs.

Pre-Employment Requirements:

Some positions require a medical/physical evaluation, psychological examination, pre-employment drug screening, and a background investigation prior to appointment. A current Arizona driver's license appropriate to the assignment is required at the time of appointment. As a condition of continued employment, employees in a safety-sensitive position may be subject to random drug testing, as required by Department Policy. Selected candidates must successfully complete the seven-week Correctional Officer Training Academy.

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
