Job Summary:

CANDIDATES WHO ARE LISTED ON A CURRENT CORRECTIONAL SERGEANT REGISTER MUST RE-APPLY TO THIS ANNOUNCEMENT  AS IT WILL REPLACE THE CURRENT CORRECTIONAL SERGEANT REGISTER WHEN IT BECOMES EFFECTIVE.

IMPORTANT DEADLINES:

Required documents should be emailed to the Central Promotional Register (CPR) at cpr@azadc.gov.

  • Written Exam to be taken online between: Monday, October 14, 2024 – Friday, November 08, 2024.           
  • Oral Board start date: Monday, December 02, 2024.
  • Email Promotional Point Documentation: Friday, December 06, 2024. 
  • Email Approved Voluntary Demotion Memo: Friday, December 06, 2024.
    • Note: Voluntary demotion applicants must have an approved voluntary demotion memo on file with CPR to be considered for a job offer.
  • Email copies of physical fitness certificate and/or transcripts (see section 3): Friday, December 06, 2024.

SECTION 1: SPECIAL SELECTION FACTOR(S)-THE FOLLOWING IS REQUIRED -

  • Two years of experience as a Correctional Officer II with the Arizona Department of Corrections, Rehabilitation, and Reentry as of Friday, October 04, 2024.
  • A letter of recommendation from the unit Deputy Warden is required by the close of the announcement. Any candidate who does not provide an approved, signed letter of recommendation will not proceed in the testing process (form located on the CPR intranet).

 

ADDITIONAL REQUIREMENTS:

  • PERFORMANCE EVALUATION – Must receive a rating of meets expectations or better.
  • SUSPENSION – ineligible to apply for a promotional opportunity during the one year period from the date the incident that caused the suspension occurred or the incident was reported by the employee, whichever occurred last.
  • VOLUNTARY DEMOTIONS – Employees accepting a voluntary demotion shall be required to remain in the classification/position requested for a period of at least two years before being considered for appointment to any other position. Voluntary demotion applicants must have an approved voluntary demotion memo on file with CPR to be considered for a job offer. No job offers will be made without an approved voluntary demotion.
  • DEMOTIONS (DISCIPLINARY) – Any employee who has been demoted one level shall be ineligible to apply for a promotional opportunity for two years from the date of the demotion. If demoted more than one level, the employee shall be ineligible to apply for a promotional opportunity for three years from the date of the demotion. A demotion received after the promotional process has started and prior to the promotion shall result in the permanent removal from that CPR. Once removed from a CPR for a demotion, the applicant shall not be eligible to compete for a Correctional Officer Series position until two or three years, depending on the number of levels demoted, after the date of the demotion. The first day served of the demotion shall be considered the effective date of the demotion.

SECTION 2: EVALUATION AND TESTING PROCESS -

Applicants will be evaluated on the basis of training and experience. Study references/resources are posted on the ADC Internet and Intranet websites. All relevant information is subject to verification. Please note the following: 

  • Each promotion or different position with the same employer must be listed separately on the resume and must include adequate work history identifying experience, duties, qualifications, selective requirements, and/or preferences must be reflected on the resume in order to receive applicable credit.
  • Applicants who meet the KSAs and selective preferences will be invited to the next step of the process. Applicants who achieve or exceed a passing score on the oral board interview will have their names placed on the Central Promotional Register after other promotional points are included, if any.
  • Rank on the register will be calculated by adding passing scores from the written exam, oral board interview, and other promotional points.
    • NOTE: Notification of eligibility to test will be e-mailed directly.

 

 

SECTION 3: OTHER PROMOTIONAL POINTS -

  • YEARS OF SERVICE IN QUALIFYING CLASS ABOVE THE 2YR MINIMUM: 1yr=10pts; 2yrs=20pts; 3yrs=30pts. Years of service will be based on clear dates of employment you provided on your resume and/or online application.
  • PASS PHYSICAL FITNESS TEST (VOLUNTARY): Maintain 50%=40pts. You must supply a copy of your voluntary physical fitness certificate.
  • DEGREES: AA=20pts; BA=30pts; MA=40pts. You must supply a copy of your transcript(s) for college degrees.

SECTION 4: REGISTER/JOB OFFERS -

  • The register developed from this recruitment will expire when a new external statewide register is developed. D.O. 504 specifies that a register shall be active for the period of time specified in the announcement or until it no longer satisfies recruitment needs, whichever occurs first. Registers may be extended when necessary.  
  • When job offers are extended, they are made to candidates in rank order and in consideration of the geographic preference.
    • To change geographic preference, please submit a revised form through your Personnel Liaison.
    • A candidate who declines any two promotional/job offers in the location(s) for which they have indicated their geographical preference(s), shall be placed at the end of the register.
    • If a candidate declines a third promotional/job offer their name will be permanently removed from the register.  
  • Employees who are offered a position and have been out of security positions for more than two years will be required to attend COTA training.

NOTE: If you are currently working outside of the correctional series you will have to undergo the correctional officer hire procedures. The procedures may include medical/physical, psychological evaluation, updated background investigation, and the completion of the Correctional Officer Training Academy.   

SECTION 5: EDUCATIONAL STIPEND -

Positions in this classification are eligible for an educational stipend: Associate’s Degree 2.5%; Bachelor's Degree: 5%; Master's Degree or above: 7.5%. If you have completed one of these degrees, submit the Education Supplement-Security form Education Supplement and documentation of your degree as noted on the form with your application. If eligible and appointed, the stipend amount will be effective on the date of your appointment. Education requests submitted after the date of appointment are effective at the beginning of the pay period they are received in personnel. This stipend is subject to available funding and may be canceled at any time.                         

Job Duties:

SECTION 6: EXAMPLES OF DUTIES -

Works under general supervision from higher authority. Has the authority to assign/reassign staff to maintain prescribed security, order, and discipline during a designated shift; trains and evaluates staff and prepares and submits reports of recommendations. Supervises a designated shift of Correctional Officers II’s in an adult institution; assigns/reassigns staff; inspects areas for safety of staff and use of vehicles; serves as coordinator/monitor of inmate discipline; as required, conducts preliminary investigations of incidents and notifies officials; or performs a variety of duties, administrative in nature within a specialized area, requiring technical skills in a specific field of expertise such as: in the Recruiting Unit for Selection and Hiring; Correctional Officer Training Academy, etc. Work product consists of Security, order, and discipline maintained for an adult institution; assigned staff trained and functioning; reports of activities and incidents prepared and submitted; and administrative tasks completed. Responsible for the timely and effective placement of staff to maintain the prescribed security, order, and discipline for an adult institution; the training and evaluation of staff; assuring the staff applies proper rehabilitative objectives for inmates.

Individual positions may be responsible for some or all of the listed duties and/or other related duties. Performs duties and exercises delegated responsibility and authority supervising a shift of Correctional Officer II’s providing security, order, and discipline of inmates in a variety of assignments within or outside an adult institution. Devises a work schedule for staff on a periodic basis. Resolves technical or work procedure problems and questions resented by staff. Conducts inspections of duty sites to determine any problems or potential hazards to staff; alerts staff and assures proper corrective actions are taken on an unscheduled basis.  Maintains logs or records of inmates entering or leaving a specified area; alerts authorities when discrepancies in counts occur. Attends and contributes as an active member of the interdisciplinary team.  Uses hand-held or stationary radio systems to communicate internally, or by network with other institutions and law enforcement officials. Receives essential information at the beginning of shift; holds briefing of staff, answers questions, and resolves problems. Writes summary reports following each shift of duty. Confers with superiors, presenting and resolving difficult problems or questions, discussing plans and actions to be taken, and making decisions.  Writes preliminary investigative reports of incidents involving staff and/or inmates; assists official investigative teams by securing areas and maintaining security and order. Attends meetings relating to inmates’ care and treatment; gives and receives information, participates in problem-solving and decision-making; assures that subordinate staff are made aware of information. Provides paraprofessional counseling or crisis intervention to inmates and staff to defuse a situation or assist in rehabilitative programs; writes reports and notifies treatment staff and officials. May perform a variety of administrative duties requiring technical skills in a specific field of expertise. Attends unit staff meetings as chairperson; directs discussions, explains, listens, guides problem-solving processes, resolves conflicts; participates in decision-making. Performs related work as required.

WORK CONDITIONS: Shift work; exposure to hazards associated with duties maintaining security, order, and discipline of inmates in and outside of an institution.

Knowledge, Skills & Abilities (KSAs):

Knowledge of: Federal, State, and agency laws, rules, regulations, policies, procedures, and due process governing the security, order, and discipline of inmates; principles and practices of supervision, work leadership, and training; methods, techniques, and practices of maintaining the security, order and discipline of staff and inmates; methods and techniques of self-defense, and use of weapons and related defense/control equipment; vernacular used by inmates; methods, techniques and practices of the paraprofessional counseling for inmates; portable and stationary, two-way radio networks used to communicate inside an institution or with other institutions; methods and techniques of performing administrative work appropriate to the assignment.

Skill in/Ability to: Applying and interpreting Federal, State, and agency laws, rules, regulations, policies and procedures governing the security, order, and discipline of inmates; applying the methods and techniques of supervision; determining staff assignments for prescribed security and order; training staff in the proper methods of security, use of force and paraprofessional counseling; interpreting the vernacular used by inmates; training in the proper use of weapons and related defense and control equipment; basic first aid measures, and use of devices for self-protection from serious health disorders; verbal and written communications as required by the duties and assignments in a correctional setting; interpersonal relationships within a correctional setting; maintaining a calm and even temperament during emergency situations; performing the administrative work activities appropriate to the assignment.

Pre-Employment Requirements:

Some positions require a medical/physical evaluation, psychological examination, pre-employment drug screening, and a background investigation prior to appointment. A current Arizona driver's license appropriate to the assignment is required at the time of appointment. As a condition of continued employment, employees in a safety-sensitive position may be subject to random drug testing, as required by Department Policy. Selected candidates must successfully complete the seven-week Correctional Officer Training Academy.
