The Talent Partner performs HR generalist duties by carrying out critical core processes related to classification and compensation, compliance and audit, and HR data and analytics; and serves as a backup for recruitment, preboarding, onboarding, and offboarding as needed. Additionally, this role actively contributes to the completion of Talent projects and operational procedures, and supports the Employee Relations Team, as needed.
This position may be available for remote work within Arizona

Service Delivery
- Translates the Talent strategy through communication, training, and support across all areas of Talent with a focus on delivering value-added services and programs support.
- Nurtures an inspirational culture and positive work environment through developing high-trust relationships across the organization, and seeks to ensure that each Talent transaction supports a mutually beneficial employee/employer relationship.
- Champions change by demonstrating a continuous improvement mindset and work style and provides support to employees in times of change.
Recruiting
Serves as a backup Recruiter to the Talent Acquisition Partner to include:
- Attending hiring intake / recruitment consult calls.
- Reviewing resumes and conducting phone screening of applicants.
- Serving as the HR Liaison role for open requisitions, as assigned.
- May carry a small requisition load carrying out all steps of the 360/full-cycle recruiting process.
- Participates in weekly recruiting calls to share statuses, elevate issues, brainstorm strategies, and augment hiring plans as needed, to meet the Time to Fill metric of < 42 days.
- Attends job fairs on behalf of ADOR, as needed.
Classification & Compensation
- Provides guidance and interpretation of compensation policies/programs, evaluates changes and requests for updates
- Ensures up-to-date and compliant job descriptions.
- Conducts review of job levels, assesses and makes determinations regarding requests for new job titles and updates current job descriptions in the library with input from leadership.
- Conducts salary analyses in support of recruitment requests and decisions consulting with leaders and budget analysts regarding concerns and recommendations.
- Regularly reviews HRIS records to ensure job/class/comp accuracy and data integrity within the HRIS.
- Collaborates and coordinates with Lead Talent Partner with compensation projects as directed
HR Data, Analytics & Business Partnering
- Runs reports, calculates progress towards metrics, prepares dashboards, and analyzes data to identify trends and root causes of suboptimal results
- Maintains and updates Huddle Board metrics in support of weekly HR huddles.
- Consults with leaders to share and discuss dashboard data, shared recommendations and liaises with other HR team members to help secure resources.
- Consults with leadership in the conceptualizing and planning of organizational change for assigned client groups, and orchestrates the collaborative execution of change.
HR/Talent Compliance & Audit Readiness
-Contributes to maintaining an up-to-date, thorough, compliance talent Audit Manual.
-Conducts mini-audits across all talent functions, documents results, and required action items, and works with Talent team members to remediate areas of non-compliance.
-Plans, organizes, coordinates, and participates in the annual Talent internal audit.
-Responds to requests from auditors.
- Is a Records Information Management (RIM) Champion serving on the RIM committee representing the Talent team.
Administrative Support
Serves as a backup to the Talent Analyst as needed to include:
Preboarding/Onboarding
- Sends and receives preboarding documents to/from new hires'
- Preparing and routing for approvals offer letters and personnel action forms (PAFs)'
- Maintains complete and accurate data for new hires on the Preboard/Onboard Tracker and creates Prestart Personnel File'
- Initiates the background clearance process tracking progress daily until cleared to start, or other final disposition'
- Sends Preboarding New Hire Notifications, distributes new hire biography templates and pictures, sends welcome emails'
- Processing new employee’s hiring in HRIS and sets up official personnel file.
Offboarding
- Receives and distributes notices of separations, and adds departing employee information to separation tracker.
- Reviews and routes PAFs for approvals and files once complete.
- Processing separations in HRIS and the personnel file database.
Agency/Department Compliance & Continuous Improvement
- Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
- Actively contributes to team and individual effectiveness through the following:
- Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated.
- Completes all required training in a timely manner.
- Participates in assigned work teams as appropriate.
- May complete periodic metrics, projects, huddle boards, and reports as requested.
- Prepares for and actively participates in 1:1 coaching with supervisor.
- Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.
- Responds to internal and external audit requests to include file reviews.
- Conducts mini self-audits on a biweekly basis.

Requirements
Education & Experience
- Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.S.), training, coursework, and work experience relevant to the assignment.
- Minimum of three years of previous experience in human resources
Knowledge/Understanding
- Knowledge of human resources/personnel principles and practices.
- Knowledge of Federal and State laws, statutes, regulations, rules, policies and procedures such as Arizona State Personnel System Rules and department policies and procedures.
Skills
- Excellent verbal, written, and listening communication skills.
- Excellent interpersonal skills and demeanor.
- Strong organization and time management skills with the ability to make measurable progress on multiple tasks and projects simultaneously and work in high-pressure situations.
- Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Word, and, PowerPoint; and in the use of Google Suite applications such as Gmail, Docs, and Drive.
- Advanced MS Office Excel/Google Sheets skills.
-Proficient in the use of HRIS applications to include Applicant Tracking Systems.

- Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety.

- Bachelor's Degree in Business, Human Resources, or related field.
- Previous HR experience in a medium or large organization
- Previous experience in recruiting, compensation, HR analytics and compliance
- Previous HR/Class & Comp experience at the State of Arizona
- HR Certification (SHRM-CP, PHR, etc.)
- Previous experience with LEAN
