Job Summary:

The position performs network screening and analysis of crash data including frequency, rate and predictive modeling (using Safety Analyst or other predictive modeling softwares).

The position is responsible to review data, import annual data, run the analysis in Safety Analyst (or other predictive modeling ADOT applications), coordinate with MPD and ITG to support data for predictive modeling. The position is responsible for production of annual network screening listings and evaluation of listings for dispositions and possible resolution of crash locations. The position is responsible for training, implementation and integration of predictive modeling into crash evaluation and network screening process. The position also performs engineering design work including optimization using tools such as IHSDM, ISATe or other optimization software to recommend and/or refine safety countermeasures.

This position estimates the construction cost of various suggested enhancements and determines the Benefit/Cost ratios associated with the proposed safety enhancements. This position is responsible to conduct crash analysis, design exception reports, crash data queries to support various ADOT project and ADOT Divisions Researches new or promising technologies or techniques for safety enhancement and provides background and briefing on new technologies. The position writes official memos, reports and presentations of the safety projects. The position also supervises and guides staff to conduct safety analysis.

Job Duties:

Works on Safety Analyst, ADOT predictive modeling networking tool. Involves review of data, develop network screening listings using predictive
methods, presenting the results and working on data with MPD and ITG to support safety analyst data import.

Conducts network screening and analysis of crash data including frequency, rate and predictive modeling methods.

Conducts safety design optimization and alternative/ near term analysis of proposed or pending engineering projects using IHSDM, ISATe or similar
programs.

Conducts crash analysis, design exception memos, crash data requests, develop preliminary cost estimates for proposed safety enhancements for
determining benefit/cost ratios.

Produces official memos, reports and presentations of the safety projects. Supervises and supports staff to ensure accurate completion of work and
compliance with ADOT work standards and policies.

Complete all required job-related ADOT employee training, provide training to other team members as applicable, and/or attend project or section
meetings. Complete all other miscellaneous tasks and assigned duties related to Traffic Safety Section. Reply or respond to customers in a timely manner, by phone or email. May drive a vehicle in the course and scope of State business.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Predictive Safety Analysis (HSM) concepts and tools or basic programming and GIS skills for data review and analysis.
- Principles and practices of Civil Engineering.
- Interpersonal Skills when confronted with difficult people/situations.
- Federal and State statutes, agency standards policies and procedures preferred.
- Knowledge of Google Workspace is a requirement because it is used throughout ADOT.

Skill:
- Analyze and evaluate crash data. Prioritize safety project based on traffic safety analysis principal's and crash data.
- Predictive Safety Analysis (HSM) concepts and tools.
- Basic programming knowledge and ability to review and analyze data.
- Decision making, organizing and prioritizing.
- Oral and written communications.
- Analyze crash data and present results through technical writing and presentations.

Ability:
- Plan, organize and coordinate work activities.
- Oversee projects and project teams to accomplish specific outcomes.
- Maintain positive and effective communications with variety of situations.
- Operate a computer and software related to construction plans and specs.
- Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

Preferred be a registered Professional Engineer (Civil Engineering preferred) in the State of Arizona or eligible for reciprocity.
