This position is responsible for performing construction office administrative duties for Northeast District Construction units located in Holbrook and Show Low. These duties include monitoring construction projects labor compliance timelines, prioritizing compliance with established standards and resources. Procurement of units requested materials, goods and professional services, data processing and other related clerical services. Create, maintain, and destroy construction project electronic working files per department guidelines. Perform standard specification monthly compliance audit reviews. This position involves front desk duties which includes greeting and directing outside visitors to the proper department locations.
Review and process all contractors weekly certified payrolls submittals against inspector daily diary observations to ensure DOL rules and regulations are being met and accurate and timely submittals are submitted conforming to the current ADOT Standard Specifications and project Special Provisions. Review and process all contractor employee interviews obtained, verifying all Federal and Department of Labor rules and regulations are met and uploaded for Field Reports approval.
Review contract monthly payment reporting audits and apply non-conformance project sanctions per standard specifications. Interact with contractors, unit project teams, Field Reports and BECO teams to enhance and maintain project finals process updates and communication.
Perform a variety of office duties to include create, maintain and destroy construction project files ensuring agency policy and procedures are followed.
Provide administrative support to the office manager and construction personnel as requested.
Complete procurement actions to include procuring goods and services. Procurement and Accounts Payable activities include research of automatic
procurement system; initiation of construction purchases, receiving and verifying procured items, and completion of all documents and automated
transactions in compliance with all State and agency policies.
Assist Office Manager in review and or preparation of contract document which could include but not limited to force accounts, supplemental agreements, and financial documentation for completed projects. Prepare project related documentation to ensure compliance with all applicable laws, rules regulation and standards.
Help process project finals as requested and any other duties as assigned as related to the position.
Knowledge in:
-Knowledge of the principles and practices of standard construction and administrative business practices of the state highway system, to include mathematics, basic accounting, and customer service principles.
-Knowledge of basic construction inspections, methods, procedures, and techniques.
-Knowledge of basic accounting systems in procuring goods following all department rules, policies and procedures.
-Knowledge of basic computer software such as Microsoft office and Google suites applications.
Skill in:
-Skilled in written and verbal communication.
-Skilled in organizing and prioritizing work assignments.
-Skilled in basic office equipment to assist, and or completion of assigned tasks.
-Skilled in internal and external communications with contractors, consultants, and other related government employees.

High school diploma or GED
Experience with ADOT procurement systems. Experience in construction record keeping and maintenance. Experience interpreting and reviewing construction plans and specifications.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
