Under the general direction of the Drainage Section Manager, this position provides expertise in hydrology, hydraulics, and water resource engineering projects involving drainage designs associated with highway and bridge construction projects. This position leads design teams by providing guidance on department policies and procedures and preparing and performing complex hydraulic and hydrologic calculations and modeling.
The employee is responsible for developing effective, quality, performance based practical drainage designs in a timely manner, providing design information to highway and bridge engineers necessary to prepare plans for highway and bridge drainage facilities and structures.
Additional responsibilities include: monitoring and coordination project schedules; reviewing and approving drainage designs, roadway and bridge plans prepared by consulting engineers or other governmental agencies; advising and assisting management, consultants and district staff on difficult, complex and technically demanding drainage engineering issues; and reviewing encroachment permits submitted by private parties.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Develops and/or oversees the development and documentation of roadway and bridge hydraulic and hydrologic designs, calculations and modeling; including pipe and box culverts, embankment curb, down drains, spillways, channels, crown ditches, storm drains, bank stabilization, bridge scour analysis and protection, and other erosion control measures.
Represents Section, Group and ADOT at various meetings and committees with other Sections, Groups, outside agencies, consultants, contractors, attorneys, and general public. Maintains continuous communication and coordination within and with other Sections, Staff, outside agencies and organizations (including FHWA, FEMA, EPA, Counties and others) through personal contact, reports, correspondence and meetings to ensure timely and well coordinated responses.
Review drainage reports, roadway design plans, encroachment permits, and special provisions for completeness, accuracy, and compliance with applicable drainage design guidelines, standards, policies and procedures.
Participate in planning and project scoping tasks associated with road and bridge projects, providing drainage design expertise to analyze and define project needs and design alternatives (including developing erosion control measures, scour ratings, countermeasures and Plans of Action) that meet the performance objectives of a project.
Organizes, attends and participates in field review meetings to better understand and resolved project related needs and issues.
Gives expert witness testimony at drainage related litigation on behalf of the state.
Participates in and contributes towards regular training, research, seminars and workshops to help improve technical abilities and capabilities of self and team

Knowledge:
-Principles and practices of Civil Engineering as applied to the development, design, construction and maintenance of the State Highway System, including but not limited to roadway and bridge drainage structures.
-Techniques and tools in data collecting, modeling, project management, and reporting. Including technologies in areas of computer application, roadway system hydraulics/hydrology, stream modeling, bridge hydraulics/hydrology, etc.
-Federal and State drainage policies, procedures, and guidelines (including CLOMR/LOMR documentation).
-Engineering Mathematics and Design theories relating to drainage and construction application.
Skills:

Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to position.
Minimum 2-5 years of demonstrated bridge and drainage hydraulics design and analysis, including team leadership responsibilities.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Requires registration as a Professional Engineer in Civil Engineering or closely related field in the State of Arizona or proof of eligibility of reciprocity. A valid driver's license is required if the incumbent is to be an authorized state driver.
