Active Management Areas Grant Coordinator

This position is funded for a period not exceeding two years.

Job Summary:

The primary purpose of this position is to administer the Water Management Assistance Program (WMAP), which provides funding and technical assistance to projects and programs related to water conservation in the Active Management Areas.
The ideal candidate is interested in developing an accurate understanding of applicable laws, rules, statutes, policies, and procedures in use by ADWR and communicating them to the regulated community and interested parties on a regular basis. This position requires significant interaction with the general public and will require excellent written and verbal communication skills. Grant

Job Duties:
  • Oversee WMAP grant cycles and planning activities
  • Coordination with technical, legal, financial and administrative staff
  • Evaluating proposed projects, communicating with applicants and drafting contracts
  • Tracking budgets, payments, deliverables and progress of projects and programs
  • Communicating with grantees and customers to provide assistance to fund recipients
  • Using Excel spreadsheets to track and organize projects, deadlines and financial balances
  • Create contracts and amendments for all active management areas
  • Meeting material preparation, application review, deliverable review, invoice submission, and updating the Power BI Dashboard
  • In-State Travel for Groundwater Users Advisory Council (GUAC) meetings
  • GUAC meeting material preparation and verbal presentations
  • Review Active Management Areas Grant application submissions
  • Finance department partnership to successful process invoice submissions
  • Updating the Power BI Dashboard and Webpage
  • Other duties as assigned
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Development and execution of grant applications, contracts, and amendments
  • Groundwater code and current laws and regulations regarding water supplies and utilization in Arizona
  • IGA state contracting/grant processes and requirements
  • The occurrence, behavior, and significance of water in nature
  • Environmental, social, and economic aspects of water supply and utilization

Skills in:

  • State contracting/grant processes and requirements
  • Information sources and research methods and techniques utilized in water resources management

Ability to:

  • Establish and maintain positive working relationships with co-workers and stakeholders having varying background and political interests
  • Prepares recommendations and reports for these activities such as developing and managing budgets
  • Effectively prioritizes/organizes work activities for self and assigned project workers
  • Ability to manage multiple projects simultaneously
  • Use computers and analytical methods to retrieve, organize, and present data
  • Prepare and analyze technical and administrative reports, statements and correspondence, including formal public notices  
  • Develop knowledge of water management in Arizona and Departmental rules, regulations, policies, and procedures
  • Speak to groups/organizations to explain water resource management programs, regulations, and/or issues
Selective Preference(s):

7 years professional experience in water resource management, or

Bachelor’s degree and 5 years professional experience in water resource management, or

a Master’s degree and 3 years professional experience in water resource management.

Candidates that do not meet these requirements may be considered for a Water Resources Specialist 2 position. 

Applicable degrees may include planning, agricultural and/or natural resource management, environmental planning, agricultural and/or natural resource economics, or other related field

Background and knowledge in the specialty of the Analyst position (Municipal, Agricultural, Industrial, Supply) is preferred but not required

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%.
