Job Summary:

This position is responsible for coordinating and administering the Community Water Systems Program (CWS), as well as supporting other Statewide Planning Section functions. Job responsibilities include but are not limited to managing data and reporting compliance for 750+ Community Water Systems, providing technical assistance and resources to providers and customers; reviewing, inputting, analyzing, and interpreting CWS annual report and SWP data; writing and revising CWS documents that reflect the Program's requirements and procedures for internal and external users; hosting in-person CWS Workshops for water providers, finding innovative ways to improve compliance for the program; and expanding the accessibility and usage of CWS data.

The individual in this role will have the opportunity to use their own experience, skills, and creativity to foster new initiatives and further the impact of the CWS Program, working closely with other Programs in the Statewide Planning section of the Department.

Job Duties:

This position will coordinate with other Statewide Planning programs, ADWR sections, and agencies to serve water providers and customers with technical assistance and resources. This position will manage complex water data and seek ways to improve quality and usability of data. Responsibilities will also include processing reports and monitoring compliance, updating, analyzing and correcting GIS databases and maps related to demographic data and CWS service areas, and processing extensive Public Record Requests.

Knowledge, Skills & Abilities (KSAs):

Knowledge of: 

  • The nature and occurrence of surface water and groundwater, specifically as it relates to the hydrology of Arizona
  • Arizona groundwater regulations, inside and outside of Active Management Areas
  • The ecological, hydrologic, engineering, and socio-economic aspects of water usage and water supply
  • Current State and Federal water resource management laws and regulations, including water rights administration, annual reporting requirements, and major water use sectors (municipal, industrial, and agriculture)
  • Department policies and procedures as well as the statutes and rules pertaining to water resources management
  • GIS, mapping, database construction and maintenance
  • Current concepts and practices in water resources management
  • Information sources, research methods, techniques utilized in water resources management
  • Drought impacts and mitigation strategies on water supplies and infrastructure
  • Water conservation practices for water providers

Skills in:

  • Customer service, requiring careful exercise of independent judgment, tact, and diplomacy
  • Engaging with diverse stakeholders, particularly in rural communities

  • Organizing and performing detail-oriented tasks

Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

Pre-Employment Requirements:

Candidates should have seven (7) years of professional level water resource management experience or a Bachelor’s degree and five (5) years or Master’s degree and three (3) in a related field

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%.
